{"id":133117,"date":"2026-07-22T04:34:08","date_gmt":"2026-07-22T04:34:08","guid":{"rendered":"https:\/\/www.europesays.com\/dk\/133117\/"},"modified":"2026-07-22T04:34:08","modified_gmt":"2026-07-22T04:34:08","slug":"finlands-parliament-debates-confidence-in-orpo-over-garden-helsinki","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/dk\/133117\/","title":{"rendered":"Finland&#8217;s Parliament debates confidence in Orpo over Garden Helsinki"},"content":{"rendered":"<p>Finland\u2019s opposition has filed no-confidence motions against Prime Minister Petteri Orpo and his government over the handling of a <a href=\"https:\/\/www.helsinkitimes.fi\/finland\/finland-news\/domestic\/28997-questions-grow-over-35m-state-backing-for-helsinki-garden.html\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">proposed \u20ac35 million<\/a> state contribution to the Garden Helsinki arena project.<\/p>\n<p>&#13;<\/p>\n<p>Parliament <a href=\"https:\/\/www.helsinkitimes.fi\/finland\/finland-news\/politics\/29058-orpo-recalls-parliament-over-garden-helsinki-funding.html\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">interrupted its summer recess<\/a> on Tuesday for an extraordinary session devoted to the funding dispute.<\/p>\n<p>&#13;<\/p>\n<p>\t\t\t\t\t\t\t\t &#13;<\/p>\n<p>The debate continued for hours as opposition MPs accused the government of weak preparation, poor transparency and favouring people linked to the National Coalition Party.<\/p>\n<p>&#13;<\/p>\n<p>Government parties rejected the claims and said the funding had remained conditional. They also stressed that the state had not transferred money to the project.<\/p>\n<p>&#13;<\/p>\n<p>The <a href=\"https:\/\/www.helsinkitimes.fi\/finland\/finland-news\/politics\/29074-orpo-government-drops-garden-helsinki-subsidy.html\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">government withdrew<\/a> its political support for the contribution on Monday, one day before the parliamentary debate.<\/p>\n<p>&#13;<\/p>\n<p>Orpo told MPs that the government included Garden Helsinki in its 2025 mid-term spending talks because the project promised jobs, construction activity and additional visitors to the capital.<\/p>\n<p>&#13;<\/p>\n<p>He denied that the identities of the project\u2019s supporters or election donations had influenced the decision.<\/p>\n<p>&#13;<\/p>\n<p>\u201cWe sought only the interests of Finland,\u201d Orpo said in Parliament.<\/p>\n<p>&#13;<\/p>\n<p>Orpo said delays, financing uncertainty and changes to the project had led the government to withdraw its support, and acknowledged that the dispute had damaged public confidence in the decision.<\/p>\n<p>&#13;<\/p>\n<p>The \u20ac35 million contribution had <a href=\"https:\/\/www.helsinkitimes.fi\/finland\/finland-news\/politics\/29020-helsinki-garden-funding-row-deepens-as-opposition-demands-answers.html\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">faced scrutiny<\/a> over the Finance Ministry\u2019s reservations and Jan Vapaavuori\u2019s lobbying on behalf of the project.<\/p>\n<p>&#13;<\/p>\n<p>The opposition also questioned why ministers relied on employment estimates supplied by the project. Those estimates exceeded figures produced by the City of Helsinki.<\/p>\n<p>&#13;<\/p>\n<p>Orpo has said he did not know about the city\u2019s lower employment estimate when ministers made the decision.<\/p>\n<p>&#13;<\/p>\n<p>Social Democratic MP Johannes Koskinen tabled a no-confidence motion against the government, arguing that taxpayers deserved the same scrutiny for politically connected projects as for public spending cuts. The Centre Party, Greens, Left Alliance and Movement Now backed the motion.<\/p>\n<p>&#13;<\/p>\n<p>Green MP Saara Hyrkk\u00f6 also sought a separate vote of no confidence in Orpo, saying the case raised questions about transparency and election funding.<\/p>\n<p>&#13;<\/p>\n<p>Left Alliance leader Minja Koskela accused the National Coalition Party of crony capitalism and dismissed the government&#8217;s defence that the funding had only been conditional.<\/p>\n<p>&#13;<\/p>\n<p>Movement Now leader Harry Harkimo rejected Orpo&#8217;s comparisons with earlier arena projects and said taxpayer money should not be allocated through political connections.<\/p>\n<p>&#13;<\/p>\n<p>Several opposition MPs also compared the proposed arena contribution with cuts to social and health services.<\/p>\n<p>&#13;<\/p>\n<p>Orpo said the comparison mixed annual operating expenditure with investment spending.<\/p>\n<p>&#13;<\/p>\n<p>He argued that an investment intended to generate jobs and economic activity should not be treated in the same way as recurring public spending.<\/p>\n<p>&#13;<\/p>\n<p>Finance Minister Riikka Purra said there was nothing unusual about a government choosing to support some investments while rejecting others.<\/p>\n<p>&#13;<\/p>\n<p>Some government MPs described the extraordinary session as political theatre.<\/p>\n<p>&#13;<\/p>\n<p>Opposition members rejected that description and said the debate concerned public trust, election funding and equal treatment in state decision-making.<\/p>\n<p>&#13;<\/p>\n<p>The Garden Helsinki dispute also led to a change outside Parliament.<\/p>\n<p>&#13;<\/p>\n<p><a href=\"https:\/\/www.hs.fi\/helsinki\/art-2000012154510.html\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Helsingin Sanomat<\/a> reported that Vapaavuori resigned from his advisory role at lobbying company Geradin Partners on Tuesday.<\/p>\n<p>&#13;<\/p>\n<p>The company behind Garden Helsinki said it was disappointed by the withdrawal of government support but planned to continue seeking financing.<\/p>\n<p>&#13;<\/p>\n<p>It said the project still hoped to qualify for state funding at a later stage if it advanced and the government created a common process for assessing large arena investments.<\/p>\n<p>&#13;<\/p>\n<p>Orpo said the government would examine the need for major event venues and seek clearer funding criteria for future projects.<\/p>\n<p>&#13;<\/p>\n<p>Social Democratic MP Timo Harakka said the state already had procedures for assessing major construction investments and described the proposed review as an unnecessary response to the dispute.<\/p>\n<p>&#13;<\/p>\n<p>Parliament was expected to choose between the motion against the full government and the motion directed at Orpo
