{"id":136174,"date":"2026-07-27T21:30:16","date_gmt":"2026-07-27T21:30:16","guid":{"rendered":"https:\/\/www.europesays.com\/dk\/136174\/"},"modified":"2026-07-27T21:30:16","modified_gmt":"2026-07-27T21:30:16","slug":"why-was-berlins-pride-attacker-still-free-to-strike-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/dk\/136174\/","title":{"rendered":"Why was Berlin\u2019s Pride attacker still free to strike? \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall \">A <a href=\"https:\/\/www.irishtimes.com\/tags\/berlin\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/berlin\/\">Berlin <\/a>court gave the Islamist perpetrator of Saturday\u2019s <a href=\"https:\/\/www.irishtimes.com\/tags\/pride\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/pride\/\">Pride<\/a> attack a final chance to change his radical ways last May, arguing it cannot \u201cbe expected\u201d that he would \u201ccommit any further crimes in the future\u201d. <\/p>\n<p class=\"c-paragraph paywall \">Berlin district court found 21-year-old Abdul Ballout guilty on two counts of \u201cpreparing a serious act of violence endangering the state\u201d.<\/p>\n<p class=\"c-paragraph paywall \">But it suspended for six months a decision on probation or a prison sentence, arguing that his previous Islamist efforts were \u201cfar from a concrete threat &#8230; due to amateurish planning\u201d.<\/p>\n<p class=\"c-paragraph paywall \">Just before 10pm on Saturday, Ballout (21) rammed a white Citroen van into a crowd after the Christopher Street Day (CSD) parade. A 65-year-old Polish woman was killed and 29 others seriously injured.<\/p>\n<p class=\"c-paragraph paywall \">A day after Ballout was shot dead by police, shock and sadness over the attack gave way to frustration and anger over perceived failures of Berlin courts and police to assess accurately the risk posed by the perpetrator.<\/p>\n<p class=\"c-paragraph paywall \">On Monday a frustrated chancellor <a href=\"https:\/\/www.irishtimes.com\/tags\/friedrich-merz\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/friedrich-merz\/\">Friedrich Merz<\/a> said Germany\u2019s federal system placed police affairs under state control, leaving the city state of Berlin with questions to answer. <\/p>\n<p class=\"c-paragraph b-it-article-body__interstitial-link\">[\u00a0<a aria-label=\"Open related story\" class=\"c-link\" href=\"https:\/\/www.irishtimes.com\/world\/europe\/2026\/07\/26\/berlin-pride-attack-shatters-a-day-of-celebration-and-defiance\/\" rel=\"noreferrer nofollow noopener\" target=\"_blank\">Berlin Pride attack shatters a day of celebration and defianceOpens in new window<\/a>\u00a0]<\/p>\n<p class=\"c-paragraph paywall \">\u201cI don\u2019t understand how someone who was under [police] observation could even approach the CSD parade,\u201d said Merz.<\/p>\n<p class=\"c-paragraph paywall \">On Monday evening, the Bild tabloid reported that Berlin\u2019s criminal police filmed Ballout leaving his apartment one hour before the attack.<\/p>\n<p class=\"c-paragraph paywall \">He was under police observation after two failed attempts to join the so-called <a href=\"https:\/\/www.irishtimes.com\/tags\/islamic-state\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/islamic-state\/\">Islamic State<\/a> (IS) terrorist organisation last year saw him convicted by a court in <a href=\"https:\/\/www.irishtimes.com\/tags\/lebanon\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/lebanon\/\">Lebanon<\/a> and returned to <a href=\"https:\/\/www.irishtimes.com\/tags\/germany\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/germany\/\">Germany<\/a>. His failed IS ambitions saw Ballout given a second conviction and a 22-month sentence last May.<\/p>\n<p class=\"c-paragraph paywall \">A Berlin juvenile court noted Ballout\u2019s previous convictions for robbery and extortion, his strong Muslim faith, praying five times a day, and his switch from the Shia Islam practised by his family \u2013 of Lebanese extraction \u2013 to the Sunni faith.<\/p>\n<p class=\"c-paragraph paywall \">Despite his repeated claims to have distanced himself from IS, the court noted in its May ruling that Ballout repeatedly accessed extremist propaganda online on his father\u2019s smartphone.<\/p>\n<p class=\"c-paragraph paywall \">Tawfik Ballout, who now lives in Lebanon, says his son was \u201cbrainwashed\u201d by online propaganda. <\/p>\n<p class=\"c-paragraph paywall \">\u201cHis mother is going crazy, I haven\u2019t slept or eaten anything since I heard the news,\u201d he told Der Spiegel magazine. <\/p>\n<p class=\"c-paragraph paywall \">Explaining its decision not to impose sentence immediately, the Berlin court noted that Ballout had already spent a total of nine months in remand prisons in both Lebanon and Berlin. Using provisions in German juvenile law, it ordered the \u201cimpressionable\u201d Ballout to keep out of trouble for six months and attend anti-radicalisation courses to secure full probation.<\/p>\n<p class=\"c-paragraph paywall \">Ballout had two preliminary meetings with counsellors from Berlin\u2019s \u201cviolence prevention network\u201d, who described the 21-year-old as \u201cfriendly but distant\u201d. <\/p>\n<p class=\"c-paragraph paywall \">Counsellors were scheduled to tell Ballout on Monday that he would not be accepted into their deradicalisation programme. <\/p>\n<p><img decoding=\"async\" data-chromatic=\"ignore\" alt=\"Abdul Ballout\" class=\"c-image\" loading=\"lazy\" src=\"https:\/\/www.europesays.com\/dk\/wp-content\/uploads\/2026\/07\/1785187816_81_YAXXDKLPWBC2TLAQ7LRJZM525E.webp\"   width=\"400\" height=\"533\"\/>Abdul Ballout <\/p>\n<p class=\"c-paragraph paywall \">\u201cThere was no way in to him,\u201d said Thomas M\u00fccke, director of the group. \u201cHe didn\u2019t co-operate.
