StepHa said in a statement on Nov. 11 that it has signed a memorandum of understanding (MOU) with the City of Tallinn and has officially kicked off a proof-of-concept (PoC) trial for an AI-based public data search and chatbot solution. Through this project, StepHa will test how effectively its \u201cWissly AI\u201d solution supports information integration and search across systems and improves efficiency in administrative document management within Tallinn\u2019s digital document management and public administration work environment. To that end, it will provide a customized, web-based chatbot interface for internal users in Tallinn.<\/p>\n<p>The three core information systems in Tallinn\u2014where data linkages and intelligent search are applied\u2014are the Legal Information System (Teele), the Public Assembly Information System (AKIS), and the Document Management System (Postipoiss). This will enable the city to efficiently handle a wide range of public data, from resolutions of the city council to procedures for permits for public events and the archiving of key administrative documents.<\/p>\n<p>\u201cSource-first\u201d response generation to maximize reliability<\/p>\n<p>On June 23, StepHa successfully delivered a working demo version of Wissly to the Tallinn project team and officially opened the testing environment. A key feature is that when users ask questions in Estonian or English, Wissly searches internal administrative data in real time and generates answers in a \u201ccitation-first\u201d format.<\/p>\n<p>All claims in the responses include direct links that connect to the original source documents, meeting the strict reliability requirements demanded by public institutions. In addition, the system is designed to use only publicly available public data and PDF documents, fully complying with security and data protection guidelines.<\/p>\n<p>Accelerating entry into Europe\u2019s B2B AI market<\/p>\n<p>This pilot test will be conducted for internal employees designated by the Tallinn city government.
