Finland\u2019s National Bureau of Investigation has completed a preliminary investigation into four people suspected of raising money for the Kurdistan Workers\u2019 Party, or PKK, and has sent the case to prosecutors for consideration of charges.<\/p>\n

Police launched the investigation in winter 2025 over suspected financing of a terrorist group. Investigators suspect several people took part in regular fundraising in Finland under the PKK\u2019s name to support its activities.<\/p>\n

Two of the suspects also face suspicion of participating in the activities of a terrorist group. Police suspect the pair held leading roles in arranging and organising activities in Finland on behalf of the PKK.<\/p>\n

The investigation found grounds to suspect that those involved had travelled across Finland several times since November 2024 and visited businesses run by people with foreign backgrounds. Police suspect the visits formed part of efforts to collect money for the PKK.<\/p>\n

All four suspects deny committing an offence.<\/p>\n
<\/p>\n
\u201cThe preliminary investigation examined, among other things, the extent of the organisation\u2019s activities in Finland,\u201d Mikko Laaksonen, the detective chief inspector leading the investigation at the NBI, said in a police statement.<\/p>\n

Laaksonen said Finnish investigators also worked with authorities in other countries during the inquiry. Police did not disclose which countries took part or provide figures for the amount of money suspected of having been collected.<\/p>\n

The PKK is an armed Kurdish organisation founded in the 1970s. The European Union lists the PKK as a terrorist organisation. Turkey and the United States also classify the group as a terrorist organisation.<\/p>\n
