\u00d8rsted held a completion and O&M ceremony on Sept. 1 for the 920 MW Greater Changhua 2b & 4 offshore wind farms. Following the commissioning of the 900 MW Greater Changhua 2a & 1 offshore wind farms in 2024, the projects mark \u00d8rsted”s second nearly GW-scale offshore wind development in Taiwan. All electricity generated will be supplied to corporate customers to support their decarbonization goals.<\/p>\n

With the projects entering the O&M phase, \u00d8rsted’s local O&M team will oversee the entire 1.82 GW Greater Changhua offshore wind cluster. The projects are expected to generate clean electricity equivalent to the annual consumption of around 2 million Taiwanese households. \u00d8rsted said the milestone further strengthens Taiwan’s offshore wind industry and energy security, following a decade of investment since establishing its Asia-Pacific headquarters in Taiwan.<\/p>\n

Premier Jung-Tai Cho thanked \u00d8rsted for its long-term commitment to Taiwan since 2016, highlighting its contributions to offshore wind development, technology transfer, talent cultivation, industry-academia innovation and green finance. He said the government has laid out a 2026\u20132039 medium- to long-term plan under President Ching-Te Lai’s energy transition agenda, elevating offshore wind development from individual projects to a cross-regional “national strategic project.” Cho added that offshore wind can provide clean energy, strengthen the international competitiveness of industries such as semiconductors, and support domestic industrial development. He called on \u00d8rsted to continue deepening cooperation with Taiwan and help build the green energy infrastructure required for the AI era.<\/p>\n

\u00d8rsted Group President and CEO, Rasmus Errboe, said that completion of Greater Changhua 2b & 4 represents a key achievement in \u00d8rsted’s global 8.1 GW construction program and demonstrates the company’s ability to deliver large-scale offshore wind projects and maintain strong relationships with financial partners.<\/p>\n

\u00d8rsted Asia-Pacific President Per Mejnert Kristensen said the projects will create long-term value for Taiwan by providing renewable power, supporting corporate decarbonization and strengthening local O&M capabilities throughout the wind farms’ lifecycle, while promoting coexistence with fisheries and sharing benefits with local communities.<\/p>\n

Cathay Life Insurance General Manager Chao-Ting Lin added that its investment demonstrates the ability of Taiwan’s domestic insurance capital to participate in world-class renewable infrastructure and called for greater investment in green energy.<\/p>\n

The Greater Changhua 4 project, with a capacity of 583 MW, is jointly owned by \u00d8rsted and Cathay Life Insurance, while Cathay is expected to acquire a 55% stake in the 632 MW Greater Changhua 2a & 2b projects following its grid connection. The project financing for Greater Changhua 2b was supported by 30 domestic and international banks and export credit agencies. The 920 MW projects are currently undergoing final commissioning and testing and will enter full commercial operation after obtaining the required approvals from the authorities and Taipower.<\/p>\n
