According to investigators, late on August 4, an FPV drone the size of a microwave was found on the airport apron near a Ukrainian Antonov An-124 Ruslan cargo aircraft. The drone was equipped with 800 grams of plastic explosive and an electric detonator.<\/p>\n

Analysis of surveillance footage showed that the drone had been flying over the airport grounds since 7:28 p.m. local time. It was fitted with a special SIM card that allowed it to be controlled from a long distance and made it invisible to standard anti-drone systems, which interpreted the signal as that of an ordinary mobile phone.<\/p>\n

Moreover, the investigation uncovered traces of an explosion in the abandoned village of Kursdorf near the airport, as well as a signal relay antenna that the saboteurs likely used to amplify the signal.<\/p>\n

The drone crashed into the fuselage of the Ukrainian aircraft, but the explosive did not detonate. The explosive device fell off upon impact and was later safely neutralized by a specialized bomb-disposal robot.<\/p>\n

Leipzig\/Halle Airport is one of Germany\u2019s key logistics hubs and also an important base for Ukraine\u2019s Antonov aircraft in Europe. The attack was therefore likely aimed at destroying a strategic aircraft and disrupting military aid supply chains. In addition, several other incidents have occurred in Germany in recent days. On the morning of September 2, an explosion occurred at the main railway station in Augsburg, Bavaria, injuring two Ukrainians.<\/p>\n

A day earlier, there was an attempted act of sabotage at the Turnow\/Preilack power substation near Brandenburg. Unknown individuals damaged several power lines, causing a technical failure at the nearby J\u00e4nschwalde power plant.<\/p>\n

\nGermany\u2019s response
\n

German Interior Minister Alexander Dobrindt stressed that the sabotage was professionally planned and coordinated by Russian state structures.<\/p>\n

“Taken together, the police investigations, patterns of activity and intelligence data prove Russia\u2019s responsibility for the attempted attack. The federal government therefore concludes that Russia is responsible for the hybrid attack,” he said at a press conference.<\/p>\n

German Foreign Minister Johann Wadephul, for his part, said Russia\u2019s leadership is openly hostile toward Germany.<\/p>\n

In response to Russia\u2019s actions, the German government has decided to:<\/p>\n

close the Russian consulate general in Bonn, the former capital of West Germany;
\n\tcancel an agreement on the construction of a Russian cultural center in central Berlin;
\n\ttighten restrictions on Russians traveling to Germany;
\n\tstep up pressure on Russia\u2019s so-called shadow fleet;
\n\task European Union officials to impose EU-wide sanctions on a larger number of Russian nationals;
\n\tstrengthen intelligence and counterintelligence measures;
\n\tprepare additional IRIS-T missiles and expand the batches of drones to be delivered to Ukraine.

Reasons behind the demarche

This reaction represents a significant step forward for official Berlin. Previously, despite other incidents where Russian involvement was suspected, Germany restricted its response to investigative measures and legal convictions against individual perpetrators.<\/p>\n

Germany is usually slow to act, but measures like these had been in the works earlier,” Hanna Shelest, director of security programs at the Foreign Policy Council Ukrainian Prism, told RBC-Ukraine. According to her, questions had been raised about the Russian House in Berlin and the consulate in Bonn long before this latest incident.<\/p>\n

“There are different levels of operations. When it was simply information operations, they tried to respond to them in one way. But when it became clear that this was effectively terrorist activity involving the military, and they can clearly prove it, a weak response would have created a problem not in relations with Ukraine, but with their own public over the country’s readiness for such incidents,” Shelest said.<\/p>\n

At the same time, Ivan Us, an associate expert at the United Ukraine analytical center, believes that Berlin\u2019s tough response may have been influenced to some extent by informal leadership and a desire to set an example. He points out that Germany\u2019s response to Russian drone provocations and arson attacks has recently been rather weak.<\/p>\n

“This also puts pressure on the German leadership, which understands that Germany is the European Union\u2019s largest economy. And an attack on any EU country is, first and foremost, an attack on Germany. I think some people in the German government said to themselves: no, this has gone too far, and therefore we need to take some action rather than simply expressing deep concern,” the expert said in a comment to the outlet.<\/p>\n

European Commission President Ursula von der Leyen said the European Union stands in full solidarity with Germany following this attack by Russia.<\/p>\n

She stressed that the EU would maintain unity despite those escalatory and serious actions, adding that the German government had taken decisive measures to send a clear message that hybrid attacks would not go unanswered.<\/p>\n
