Vesselfinder

Maersk has announced two operational changes affecting cargo moving through the European Union and exports from Hungary.

The carrier will introduce a “No MRN, No Load” policy from 30 September 2026 for cargo subject to EU Import Control System 2 (ICS2) requirements.

Separately, Maersk has stopped accepting selected Shipper Owned Container (SOC) bookings from Hungary using its inland network.

Maersk introduces ‘No MRN, No Load’ policy

The new policy applies to cargo requiring an ICS2 Entry Summary Declaration when entering or transiting through the European Union.

A valid Movement Reference Number (MRN) must be received from the EU Customs system before cargo can be confirmed for loading.

For vessels arriving at the applicable first load port on or after 30 September, cargo without a valid MRN at least 24 hours before vessel arrival will be excluded from the load list.

The affected cargo may then be rolled to a later vessel.

Maersk also said rejected customs filings must be corrected and accepted before the cargo can be considered compliant for loading.

Customers urged to provide accurate shipment data

Maersk is asking customers to submit complete Shipping Instructions ahead of documentation and customs deadlines.

This includes a valid six-digit HS code for each cargo item.

Customers must also provide the required EORI information and clearly identify whether they are a BCO/direct customer or freight forwarder.

Where required, buyer, seller and House Bill of Lading party information must also be submitted in a structured format.

Maersk warned that incomplete or inaccurate information could lead to customs validation failures, rejected filings and shipment delays.

Maersk restricts SOC exports from Hungary

In a separate change, Maersk has stopped accepting bookings using Shipper Owned Containers with its inland services from Hungary to destinations worldwide.

The restriction took effect on 3 September 2026.

It covers all export inland products originating in Hungary, including rail and RCO combinations, CY Budapest/Fenyeslitke solutions and Store Door services.

Maersk said the restriction is due to limited inland network capacity and the need to prioritise the repositioning of its own equipment.

Customers can still arrange their own transport to the relevant seaport and use Maersk’s ocean-only services, subject to commercial approval and tariff conditions.

Exceptions to the restriction will require prior approval from Maersk’s Product and Equipment teams.

Maersk Denver Source: Vesselfinder Maersk has announced two operational changes affecting cargo moving through the European Union
