The proposal, first reported by POLITICO<\/a>, has been raised by Kyiv\u2019s allies before and earned the Commission\u2019s tick of approval<\/a> Monday. But will likely require Budapest\u2019s sign-off, which it is unlikely to give. <\/p>\n

The plan also faces pushback from several other countries<\/a>, including France, the Netherlands and Greece, and is unlikely to get wide approval in Denmark, according to three EU diplomats and a French presidency official who spoke to POLITICO on condition of anonymity to discuss sensitive deliberations.<\/p>\n

4. New Russia sanctions<\/p>\n

The EU\u2019s 19th package of sanctions<\/a>, announced last month, has yet to be approved by all member countries. It targets an expanded list of Russian and foreign banks and energy companies, according to a draft annex<\/a> \u2014 including firms from China, the United Arab Emirates, Kyrgyzstan and Tajikistan. <\/p>\n

Hungary has a long track record of obstructing sanctions (before eventually giving in<\/a>), and Prime Minister Viktor Orb\u00e1n has been bullish about weaning off Russian energy.<\/p>\n

5. Berlin brings the heat<\/p>\n

German Chancellor Friedrich Merz is coming to Copenhagen with a laundry list of grievances, telling party figures last week<\/a> he plans to bring a \u201cprecise list of demands\u201d to limit \u201cconstant regulation\u201d from the EU and \u201cput a stick in the wheels of this machine in Brussels.\u201d<\/p>\n

It\u2019s expected that chief among his asks will be overturning or weakening the bloc\u2019s combustion engine ban. But that debate is set to split the bloc, with Sweden firmly against abandoning the 2035 deadline to move away from petrol and diesel cars. \u00a0<\/p>\n

What won\u2019t be discussed: Germany\u2019s position on sanctioning Israel.
