{"id":17043,"date":"2026-02-18T08:16:07","date_gmt":"2026-02-18T08:16:07","guid":{"rendered":"https:\/\/www.europesays.com\/dk\/17043\/"},"modified":"2026-02-18T08:16:07","modified_gmt":"2026-02-18T08:16:07","slug":"estonia-and-eib-launch-partnership-to-expand-affordable-housing-beyond-tallinn","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/dk\/17043\/","title":{"rendered":"Estonia and EIB Launch Partnership to Expand Affordable Housing Beyond Tallinn"},"content":{"rendered":"<p>&#13;<\/p>\n<p>The Ministry of Climate of Estonia and the European Investment Bank (EIB) have launched a new cooperation aimed at increasing the availability of affordable, high-quality housing across Estonia \u2014 particularly in smaller towns and regions outside the country\u2019s major urban centres.<\/p>\n<p>&#13;<\/p>\n<p>The initiative seeks to develop a financing solution that reduces the risks faced by private-sector developers in regional areas, where new housing supply has remained critically low.<\/p>\n<p>&#13;<br \/>\nTackling Regional Housing Inequality&#13;<\/p>\n<p>Estonia\u2019s Infrastructure Minister Kuldar Leis said the country\u2019s housing challenge is not confined to the capital.<\/p>\n<p>&#13;<\/p>\n<p>\u201cEstonia is not just Tallinn,\u201d Minister Leis said.<\/p>\n<p>&#13;<\/p>\n<p>Around one-third of Estonia\u2019s population lives outside Harju, Tartu and P\u00e4rnu counties, yet only up to two percent of new dwellings are being built in those areas.<\/p>\n<p>&#13;<\/p>\n<p>For developers, the financial risks of building outside major cities are often too high, limiting investment and slowing regional development.<\/p>\n<p>&#13;<\/p>\n<p>\u201cThis hampers labour mobility and regional development,\u201d Leis said. \u201cCooperation with the EIB helps bring modern rental housing to smaller centres.\u201d<\/p>\n<p>&#13;<\/p>\n<p>The long-term aim is to create a model where housing development remains as market-driven as possible, with minimal state intervention.<\/p>\n<p>&#13;<br \/>\nEIB to Develop Sustainable Financing Model&#13;<\/p>\n<p>Under the new cooperation, the EIB will provide advisory support over a 13-month period, including:<\/p>\n<p>&#13;<br \/>\n&#13;<br \/>\n&#13;<\/p>\n<p>A detailed market assessment<\/p>\n<p>&#13;<br \/>\n&#13;<br \/>\n&#13;<\/p>\n<p>A sustainable financing solution for rental housing development<\/p>\n<p>&#13;<br \/>\n&#13;<br \/>\n&#13;<\/p>\n<p>A long-term strategy to strengthen Estonia\u2019s rental housing market<\/p>\n<p>&#13;<br \/>\n&#13;<br \/>\n&#13;<\/p>\n<p>The goal is to unlock private investment and encourage construction of modern rental homes in areas where demand exists but financial uncertainty has stalled development.<\/p>\n<p>&#13;<br \/>\nSupporting Smaller Towns and Labour Mobility&#13;<\/p>\n<p>EIB Vice-President Karl Nehammer said affordable housing is essential for Estonia\u2019s long-term competitiveness.<\/p>\n<p>&#13;<\/p>\n<p>\u201cAffordable, high-quality housing is vital for Estonia\u2019s regional development,\u201d Nehammer said.<\/p>\n<p>&#13;<\/p>\n<p>\u201cSmaller cities and towns have strong potential, but developers often face risks that stall investment.
