Police received reports of a \u201cloud bang\u201d or explosion around 1 a.m., Oslo police said in a news release.<\/p>\n<p>The explosion in the capital was caused by some sort of incendiary device, according to Frode Larsen, leader of the Oslo police joint unit for investigation and intelligence. Investigators believe the embassy was the target and are searching for the perpetrators and their motive.<\/p>\n<p>Larsen said the embassy\u2019s entrance had damage.  No arrests had been made.<\/p>\n<p>\u201cWe are early in the investigation, but we are working based on multiple hypotheses,\u201d Larsen said in a statement. \u201cGiven the current security situation, it is natural to consider whether this was a targeted attack on the American Embassy. However, we have not committed to any single hypothesis.\u201d<\/p>\n<p>Local media reported that people nearby said the street was blanketed in thick smoke after the blast. Police are seeking to talk to witnesses.<\/p>\n<p>A U.S. official said the incendiary device was inside a backpack and detonated outside the entrance to the consular affairs office at the embassy. The official spoke on condition of anonymity due to the sensitivity of the matter.<\/p>\n<p>PST, the Norwegian police security service, called in additional personnel after the incident, but it hasn\u2019t changed the country\u2019s terrorism threat level, according to communication advisor Martin Bernsen.<\/p>\n<p>\u201cThis is an unacceptable incident that is being treated with the utmost seriousness,\u201d said Astri Aas-Hansen, Norway\u2019s minister of justice and public security. <\/p>\n<p>\u201cThe police have stated that they are investigating the case with significant resources, and that nothing indicates the situation poses any danger to the public.\u201d<\/p>\n<p>The U.S. Embassy in Oslo referred media queries to the State Department, which said in a statement that it was aware of the incident and was opening its own investigation.<\/p>\n<p>\u201cWe thank the Norwegian authorities for supporting the investigation,\u201d the statement said.<\/p>\n<p>Dazio and Lee write for the Associated Press.
