Europe hosts 35,000 early-stage startups, more than any other global region, the Commission <a href=\"https:\/\/research-and-innovation.ec.europa.eu\/document\/download\/8f899486-6e4e-48df-8633-9582375f41eb_en?filename=ec_rtd_eu-startup-scaleup-strategy-swd.pdf\" target=\"_blank\" rel=\"nofollow noopener\">said last year<\/a>. But founders run into trouble when they want to serve a bigger market, raise more capital, or poach the best talent.<\/p>\n<p>Then they face 27 regimes for setting up shop, 27 capital markets and 27 ways of employing and rewarding talent.
