Upon becoming operational, which is targeted for the end of 2030, the facility will handle the receipt, storage, and distribution of both gaseous and liquid hydrogen while also managing liquid CO2 for reuse or permanent storage abroad.

Initial annual throughput is planned for 200,000 tons of liquid hydrogen and 1.8 million tons of liquid CO2, with potential expansion. A new generation of purpose-designed liquid hydrogen carriers is being developed to transport large volumes to the terminal.

KBR‘s FEED award involves defining the engineering basis, storage systems, operational envelope, and safety standards for the terminal. This work is seen as laying crucial foundations for the first commercial liquid hydrogen import system and its associated cryogenic infrastructure. The FEED is expected to be complete in 2026.

The terminal’s design will incorporate multiple transport modalities. KBR’s work also includes integrating the facility with next-generation liquid hydrogen vessels and downstream distribution systems. A key engineering focus will be capturing and re-utilizing the cold energy released during hydrogen regasification to liquefy carbon dioxide, an innovation intended to improve sustainability and system performance.

The project is expected to unlock new international supply routes connecting future production hubs with industrial demand centers in Europe. Beyond its commercial importance, the initiative presents an opportunity to define global engineering standards for the large-scale transport, handling, and storage of liquid hydrogen, which are critical components for enabling a hydrogen economy.

This report provides a comprehensive view of the hydrogen industry in the Netherlands, tracking demand, supply, and trade flows across the national value chain.
