BAKU, Azerbaijan, August 21. The national
\nimplementer of the Rail Baltica project in Latvia, Eiropas
\nDzelzce\u013ca l\u012bnijas, has inked a deal with SIA Forma 2 to bring on
\nboard FIDIC engineers, oversee construction, and provide expert
\nservices for the Rail Baltica project, which includes the Riga
\nrailway bridge, embankment, and the Riga Central Passenger Station
\ncomplex, Trend<\/a>
\nreports.<\/p>\n

The rights to sign the contract were awarded to Forma 2
\nfollowing a public procurement procedure, in line with Latvia\u2019s
\nPublic Procurement Law.<\/p>\n

The contractual arrangement guarantees the ongoing oversight of
\nconstruction activities and will facilitate the project’s adherence
\nto the established timeline\u2014with the southern segment of Riga
\nCentral Station projected for completion and transfer by the
\nconclusion of 2026. The aggregate contractual valuation stands at
\n3.1 million euros, exclusive of VAT considerations.<\/p>\n

Forma 2 functions as a Latvian entity, leveraging nearly two
\ndecades of expertise in construction management and project and
\narchitectural consultancy, alongside client representation in both
\ndomestic and international initiatives.<\/p>\n

Over the preceding quadrennium, in strategic collaboration with
\nProintec of Spain, the organization has delivered FIDIC engineering
\nservices for the Rail Baltica terminal and its associated
\ninfrastructural components at Riga Airport. Subsequent to the
\nratification of this novel accord, Forma 2 will autonomously
\ndeliver these services for the Riga Central Station nexus.<\/p>\n

The antecedent service provider, a collaborative entity comprising
\nEGIS RAIL S.A., Egis Batiments International, and DB Engineering &
\nConsulting GmbH, finalized its contractual obligations on July 31,
\n2025.<\/p>\n

The determination to transition partners was predicated on
\nadherence to contractual stipulations and the imperative to align
\nwith procurement regulations. Since the latter part of 2019, the
\nconsortium has been engaged in the oversight of construction
\nmanagement and quality assurance protocols for the Rail Baltica
\nRiga Central hub. Eiropas Dzelzce\u013ca l\u012bnijas articulated its
\ngratitude for the consortium\u2019s pivotal input to the initiative.<\/p>\n

Eiropas Dzelzce\u013ca l\u012bnijas is the national implementing body of
\nthe Rail Baltica project in Latvia. The company carries out project
\nactivities in line with financing agreements between CINEA
\n(European Climate, Infrastructure and Environment Executive Agency)
\nand RB Rail AS, a joint venture of Estonia, Latvia, and Lithuania
\nresponsible for the project\u2019s horizontal activities.<\/p>\n

The project is co-financed 81\u201385 percent by the European Union\u2019s
\nConnecting Europe Facility, with the remainder covered by Latvia\u2019s
\nstate budget. The Latvian Ministry of Transport is the official
\nbeneficiary of EU support and oversees project implementation.<\/p>\n
