2026\"\/><\/a><\/p>\n<p>Turkey saw worsening restrictions on human rights, mounting prosecutions of rights defenders, growing political pressure on the judiciary and a deepening culture of impunity for abuses in 2025, according to a new <a href=\"https:\/\/www.amnesty.org\/en\/documents\/pol10\/0320\/2026\/en\/\" rel=\"nofollow noopener\" target=\"_blank\">report<\/a> by Amnesty International.<\/p>\n<p>The report documented a growing number of investigations, prosecutions and convictions targeting people and groups exercising their right to freedom of expression and association, including <a href=\"https:\/\/stockholmcf.org\/istanbul-bar-association-board-dismissed-over-terrorist-propaganda\/\" rel=\"nofollow noopener\" target=\"_blank\">the \u0130stanbul Bar Association<\/a>, staff of satirical magazine <a href=\"https:\/\/stockholmcf.org\/turkish-court-jails-4-leman-staff-members-over-cartoon-allegedly-insulting-religious-values\/\" rel=\"nofollow noopener\" target=\"_blank\">LeMan<\/a>, singer <a href=\"https:\/\/stockholmcf.org\/turkish-singer-mabel-matiz-faces-up-to-3-years-in-prison-over-obscene-song-lyrics\/\" rel=\"nofollow noopener\" target=\"_blank\">Mabel Matiz<\/a>, activist <a href=\"https:\/\/stockholmcf.org\/turkey-arrests-council-of-europe-youth-delegate-over-speech-on-jailed-mayors-police-violence\/\" rel=\"nofollow noopener\" target=\"_blank\">Enes Hocao\u011fullar\u0131<\/a> and nongovernmental organizations such as the <a href=\"https:\/\/stockholmcf.org\/un-rapporteurs-raise-alarm-over-suppression-of-womens-rights-defenders-in-turkey\/\" rel=\"nofollow noopener\" target=\"_blank\">Migration Monitoring Association<\/a> and <a href=\"https:\/\/stockholmcf.org\/turkish-court-orders-closure-of-lgbtq-group-despite-non-prosecution-in-obscenity-probe\/\" rel=\"nofollow noopener\" target=\"_blank\">the Young LGBTI+ Association<\/a>.<\/p>\n<p>The report said the rights to freedom of peaceful assembly and association were arbitrarily restricted, citing police intervention against people marking <a href=\"https:\/\/stockholmcf.org\/92-detained-in-istanbul-ahead-of-may-day-demonstrations\/\" rel=\"nofollow noopener\" target=\"_blank\">May Day<\/a>, <a href=\"https:\/\/stockholmcf.org\/some-200-detained-after-istanbul-womens-day-march-organizers-say\/\" rel=\"nofollow noopener\" target=\"_blank\">International Women\u2019s Day<\/a> and <a href=\"https:\/\/stockholmcf.org\/amnesty-calls-for-release-of-dozens-detained-at-istanbul-pride-march\/\" rel=\"nofollow noopener\" target=\"_blank\">Pride marches<\/a>, with law enforcement officials using less lethal weapons that caused numerous injuries.<\/p>\n<p>Amnesty also said violations of the right to a fair trial intensified with human rights defenders facing baseless investigations, prosecutions and convictions, while authorities continued to defy binding rulings from Turkey\u2019s Constitutional Court and the European Court of Human Rights (ECtHR).<\/p>\n<p>The report cited the continued imprisonment of former pro-Kurdish Peoples\u2019 Democratic Party (HDP) leader <a href=\"https:\/\/search.coe.int\/cm\/eng#{%22CoEIdentifier%22:[%220912594880282f41%22],%22sort%22:[%22CoEValidationDate%20Descending%22]}\" rel=\"nofollow noopener\" target=\"_blank\">Selahattin Demirta\u015f<\/a> and philanthropist <a href=\"https:\/\/search.coe.int\/cm\/eng#{%22CoEIdentifier%22:[%220912594880282f3f%22],%22sort%22:[%22CoEValidationDate%20Descending%22]}\" rel=\"nofollow noopener\" target=\"_blank\">Osman Kavala<\/a> as prominent examples.<\/p>\n<p>Amnesty also pointed to a growing crackdown on the political opposition, particularly the main opposition Republican People\u2019s Party (CHP), through criminal investigations and prosecutions targeting its mayors and officials, including \u0130stanbul Mayor <a href=\"https:\/\/stockholmcf.org\/turkish-court-arrests-istanbul-mayor-in-graft-probe-amid-protests\/\" rel=\"nofollow noopener\" target=\"_blank\">Ekrem \u0130mamo\u011flu<\/a>.<\/p>\n<p>\u0130mamo\u011flu, widely seen as President Recep Tayyip Erdo\u011fan\u2019s strongest political rival, was detained on March 19 and <a href=\"https:\/\/stockholmcf.org\/turkish-court-arrests-istanbul-mayor-in-graft-probe-amid-protests\/\" rel=\"nofollow noopener\" target=\"_blank\">arrested<\/a> days later on corruption charges in a case critics and international observers described as politically motivated and intended to sideline him ahead of the of the 2028 general election.<\/p>\n<p>Violence against women remained a serious concern in Turkey in 2025, with at least 294 women <a href=\"https:\/\/stockholmcf.org\/294-women-killed-by-men-297-more-died-under-suspicious-circumstances-in-turkey-in-2025-report\/\" rel=\"nofollow noopener\" target=\"_blank\">killed<\/a> by men and another 297 found dead under suspicious circumstances.<\/p>\n<p>Discriminatory rhetoric by senior public officials continued to fuel gender stereotyping, homophobia and transphobia, while Amnesty described 2025 as a year of \u201cunprecedented assault on the human rights of the LGBTI+\u201d people, as the government <a href=\"https:\/\/stockholmcf.org\/turkish-draft-law-risks-criminalizing-lgbti-people-amnesty-warns\/\" rel=\"nofollow noopener\" target=\"_blank\">proposed<\/a> three bills restricting those rights, though none were submitted to parliament.<\/p>\n<p>Refugees and migrants in Turkey remained at risk of unlawful return and arbitrary rejection of international protection, with the report pointing to the disappearance of <a href=\"https:\/\/stockholmcf.org\/2-turkmen-activists-who-disappeared-in-turkey-still-missing-fueling-fears-of-unlawful-deportation\/\" rel=\"nofollow noopener\" target=\"_blank\">two Turkmen activists<\/a> who had been held in a deportation center.<\/p>\n<p>The report said victims of human rights violations by state officials continued to face a culture of impunity, with allegations of torture and ill-treatment, particularly during <a href=\"https:\/\/stockholmcf.org\/police-violence-during-protests-over-istanbul-mayors-arrest-may-amount-to-torture-amnesty\/\" rel=\"nofollow noopener\" target=\"_blank\">mass protests in March<\/a> and in the aftermath of earthquakes that struck southeast Turkey in 2023 not effectively investigated.<\/p>\n","protected":false},"excerpt":{"rendered":"Turkey saw worsening restrictions on human
