The European Commission will be represented by Dubravka \u0160uica, Commissioner for the Mediterranean, and Hadja Lahbib, Commissioner for Preparedness and Crisis Management, according to the official <a class=\"decorated-link\" href=\"https:\/\/www.consilium.europa.eu\/en\/meetings\/international-ministerial-meetings\/2026\/05\/11\/\" target=\"_new\" rel=\"noopener nofollow\" data-start=\"941\" data-end=\"1049\">Council agenda<\/a>.<\/p>\n<p data-start=\"1052\" data-end=\"1405\">The dialogue is intended to review EU support for Syria\u2019s stabilisation, socio-economic recovery and political transition. It follows the EU\u2019s decision to open a new phase of engagement with the Syrian transitional authorities after the fall of the Assad regime, while maintaining a focus on inclusive governance, reconciliation and long-term stability.<\/p>\n<p data-start=\"1407\" data-end=\"1828\">The Commission said the Brussels meetings would \u201creinforce EU-Syria relations\u201d and examine support for Syria\u2019s recovery, reconstruction and stability. In its <a class=\"decorated-link\" href=\"https:\/\/north-africa-middle-east-gulf.ec.europa.eu\/news\/eu-and-syria-meet-take-their-relations-and-cooperation-forward-2026-05-08_en\" target=\"_new\" rel=\"noopener nofollow\" data-start=\"1565\" data-end=\"1713\">announcement<\/a>, published on 8 May, it described Monday\u2019s events as a step towards a new framework of co-operation with Damascus.<\/p>\n<p data-start=\"1830\" data-end=\"2283\">The political dialogue will take place after a separate Syria Partnership Coordination Forum earlier in the day. That meeting will bring together international stakeholders to co-ordinate assistance, reconstruction and development work. It will be co-chaired by Commissioner \u0160uica and Syrian Foreign Minister al-Shaibani, with participation expected from EU member states, G7 countries, Arab states, the United Nations and major financial organisations.<\/p>\n<p data-start=\"2285\" data-end=\"2659\">The format reflects the EU\u2019s attempt to align political engagement with practical recovery planning. Syria faces extensive reconstruction needs after more than a decade of war, institutional collapse, sanctions, displacement and economic fragmentation. For Brussels, the central challenge is to support stabilisation without moving too quickly ahead of political benchmarks.<\/p>\n<p data-start=\"2661\" data-end=\"3101\">The Council has framed the dialogue as an opportunity to make progress towards normalising relations between the EU and Syria. The same <a class=\"decorated-link\" href=\"https:\/\/www.consilium.europa.eu\/en\/meetings\/international-ministerial-meetings\/2026\/05\/11\/\" target=\"_new\" rel=\"noopener nofollow\" data-start=\"2797\" data-end=\"2905\">meeting notice<\/a> says ministers will take stock of work streams linked to EU support for the transitional authorities\u2019 efforts towards stabilisation, socio-economic recovery and an inclusive political transition.<\/p>\n<p data-start=\"3501\" data-end=\"3877\">The planned dialogue also carries wider regional implications. Syria remains central to questions of refugee return, border security, humanitarian access, sanctions, reconstruction finance and the influence of external powers. Any EU shift towards structured engagement will be watched closely by neighbouring states, especially those hosting large numbers of Syrian refugees.<\/p>\n<p data-start=\"3879\" data-end=\"4266\">The EU has already signalled that Syria\u2019s transition cannot be treated only as a humanitarian file. The presence of the foreign policy chief and two commissioners points to a broader agenda covering diplomacy, regional security, crisis management and economic recovery. It also reflects a recognition that instability in Syria continues to affect the wider Mediterranean and Middle East.<\/p>\n<p data-start=\"4268\" data-end=\"4701\">The meeting comes as the EU is trying to define its role in a region where several external actors have had a direct military, political or financial presence in Syria. Brussels has significant leverage through aid, sanctions policy, reconstruction support and market access, but it has not been a military actor in the conflict. The new dialogue gives the EU a formal channel through which to shape its post-Assad policy.<\/p>\n<p data-start=\"4703\" data-end=\"5049\">For Damascus, the Brussels meeting offers a platform to seek international recognition, financial support and a pathway back into institutional diplomacy.
