Organized by the Freedom Party (Laisvės partija), the event called on the government and Prime Minister Inga Ruginienė to ensure equal respect for all families and to stop delaying the implementation of Constitutional Court rulings.

Protesters and representatives of the Freedom Party highlighted that more than a year has passed since a landmark Constitutional Court ruling regarding civil partnerships, yet Lithuania still lacks a formal law and a registration system. Currently, same-sex couples are forced to seek legal recognition of their relationships through the court system. Even when a favorable court ruling is obtained, couples remain unable to register their partnership in official state registries due to the lack of a centralized technical framework.

Vytautas Mitalas, Chairman of the Freedom Party, stated that the selective enforcement of Constitutional Court rulings is unacceptable in a democratic state. He argued that the delay contradicts the constitutional oath taken by government leaders. During the protest, a formal package of proposals was submitted to the government, aiming to address both partnership rights and broader family policy reforms.

Beyond legal status, the demonstration focused on economic measures intended to improve the welfare of all families. One key proposal is to raise the cap on childcare benefits to three times the national average wage.

According to data from Sodra (Lithuania’s State Social Insurance Fund), the maternity and paternity social insurance branch currently shows a significant surplus, with contributions reaching approximately €600 million while payouts total around €400 million. The Freedom Party argues that a stronger link between contributions and benefits would ensure greater fairness for high-earning parents who contribute more to the social security system, allowing them to maintain their standard of living while raising children.

The proposed family policy package also seeks to expand access to assisted reproduction services. The party suggests amending the law to allow unmarried couples and single women to access these services, while also providing state compensation for the procedures regardless of marital status.

Furthermore, the party addressed the issue of child support (alimony) following a divorce. Currently, when a parent fails to pay court-ordered support, the custodial parent often faces a heavy financial and emotional burden, having to pursue the debt through private bailiffs. The Freedom Party proposes that the state should take over the full payment of the awarded support to the child and subsequently handle the debt collection from the non-paying parent.

According to Morgana Danielė, Deputy Chair of the Freedom Party, family policy must prioritize stability and dignity. She noted that the current bureaucratic obstacles and lack of political will to resolve long-standing social issues demonstrate a need for real legislative action rather than just declarations.

What is the current legal status of civil partnerships in Lithuania?

While the Constitutional Court has ruled in favor of recognizing partnerships, there is currently no specific law or state registry. Couples must currently use the court system to have their relationships legally acknowledged.

What changes are being proposed for childcare benefits?

The Freedom Party proposes raising the maximum benefit cap to three times the average national wage, funded by the current surplus in the state social insurance (Sodra) maternity fund.

How would the proposed alimony reform work?

The proposal suggests that the state should pay the full amount of court-ordered child support directly to the custodial parent and then take responsibility for recovering those funds from the parent who failed to pay.

                        Vytautas MitalasMorgana DanielėInga Ruginienė

Andrius Klimas Author 2026-05-15 13:09 • 4 min read On the occasion of International Family Day, a demonstration…

[93
44595,32672,43722,1585,171,44596,170,44597
0":"post-83780","1":"post","2":"type-post","3":"status-publish","4":"format-standard","5":"has-post-thumbnail","7":"category-vilnius","8":"tag-constitutional-court","9":"tag-family-policy","10":"tag-freedom-party","11":"tag-government","12":"tag-lithuania","13":"tag-partnership-law","14":"tag-vilnius","15":"tag-vytautas-mitalas
["GET
