Kui valitsus otsustas 2022. aastal loobuda parvlaevade v\u00e4ljaostu\u00f5igusest ja panustada uutesse &#8220;rohelaevadesse&#8221;, tehti seda ilma vettpidava anal\u00fc\u00fcsita. Riigikontroll hoiatas juba siis, et otsus v\u00f5ib osutuda riigile kahjulikuks.<\/p>\n<p>Praegu on riigilaevastik taas kord viienda parvlaeva ehitaja otsingul. Seekord toimub hange nii, et riik saab potentsiaalsete ehitajatega pidada l\u00e4bir\u00e4\u00e4kimisi ja kohandada n\u00f5udeid vastavalt oludele. V\u00f5istleva dialoogi vorm v\u00f5ib muuta hanke k\u00fcll paindlikuks, ent ei korva aastaid kestnud halduslikku killustatust ja otsustusv\u00f5imetust. Kliimaministeeriumi hallatav riigilaevastik vastutab laeva tellimise eest, regionaal- ja p\u00f5llumajandusministeerium teenuse korraldamise eest, kuid vastutajat, kes kannaks tagaj\u00e4rgi, ei olegi ju olemas.<\/p>\n<p>Viienda parvlaeva hange s\u00fcnnib tugeva surve all, sest Regula teenistusaeg l\u00f5peb 2027. aastal. Kui ehitajaga ei j\u00f5uta lepinguni 2025. aasta l\u00f5puks, j\u00e4\u00e4b liin ka 2028. aastal uue laevata. Seni aga tuleb investeerida Regulasse veel miljoneid eurosid v\u00f5i rentida ajutine asenduslaev. M\u00f5lemad variandid maksab kinni maksumaksja ehk meie k\u00f5ik.<\/p>\n<p>Riigikontrolli kriitika tabab t\u00e4pselt k\u00fcmnesse: olukord, kus riigil puuduvad oma laevad ja turul puudub konkurents, toodabki pidevat hinnat\u00f5usu. Tegemist pole enam turumajanduse ega avaliku huvi tasakaaluga, vaid riiklikult hallatava monopoolse s\u00fcsteemiga, mille peamine kasusaaja on riik ise l\u00e4bi Tallinna Sadama enamusosaluse (67% kliimaministeeriumi kaudu).
