Selle riski maandamiseks kaasasime protsessi mullustel koosloomeseminaridel osalenuid, kellele tutvustasime ideed ja palusime tagasisidet. K\u00f5ige enam osalejate toetust leidsid neli baas\u00fchenduse kriteeriumi.<\/p>\n<p>1. \u00dchendus l\u00e4hima t\u00f5mbekeskusega, kus on olemas toidupood ja v\u00e4hemalt m\u00f5ni p\u00e4ev n\u00e4dalas avatud apteek, mis j\u00e4tab kohalviibimiseks \u00fcks-kaks tundi \u2212 v\u00e4hemalt m\u00f5ni kord n\u00e4dalas.<\/p>\n<p>2. \u00dchendus l\u00e4hima maakonnakeskusega, mis j\u00e4tab kohalviibimiseks kaks kuni kuus tundi \u2212 v\u00e4hemalt m\u00f5ni kord n\u00e4dalas.<\/p>\n<p>3. \u00dchendus l\u00e4hima maakonnakeskusega saabumisega kella 7-9 vahel ja v\u00e4ljumisega kella 17-20 vahel, mis sobiks tavap\u00e4rasel ajal t\u00f6\u00f6l k\u00e4imiseks \u2212 v\u00e4hemalt t\u00f6\u00f6p\u00e4eviti.<\/p>\n<p>4. V\u00f5imalus saada hommikul Tallinna (v\u00f5i L\u00f5una-Eestis Tartusse) ja \u00f5htul tagasi (kas otse v\u00f5i \u00fche \u00fcmberistumisega rongi- v\u00f5i kaugbussiliinile) \u2212 iga p\u00e4ev.<\/p>\n<p>\u00dchelt poolt ei tohi baas\u00fchenduse ulatus piirduda ainult suuremate k\u00fcladega, sest muidu ei j\u00f5ua \u00fchistransport nendeni, kel on seda tarvis. Teisalt ei tohi see minna liiga laialivalguvaks, sest piiratud ressursi tingimustes pole igal pool baas\u00fchenduse tagamine v\u00f5imalik ega ka m\u00f5istlik.<\/p>\n<p>Arutelude k\u00e4igus j\u00f5uti kompromissini, et esialgu keskendutakse v\u00e4ikek\u00fcladele, kus on aasta l\u00e4bi v\u00e4hemalt 20-40 elanikku. Sealjuures v\u00f5etakse eraldi t\u00e4helepanu alla kohad, kus on suur vanemaealiste osakaal, kuid puuduvad igap\u00e4evaeluks vajalikud teenused.<\/p>\n<p>On selge, et selliste kriteeriumide m\u00e4\u00e4ratlemine on v\u00e4\u00e4rtusp\u00f5hine otsus ja sisaldab valikuid.
