ECB Proposes Banking Union Reforms for Euro Area Competitiveness - News and Statistics

The European Central Bank has published a set of proposals aimed at strengthening the capacity of banks and financial infrastructure to support the economy, according to the ECB. The proposals constitute the Governing Council’s formal response to a European Commission consultation on banking sector competitiveness and are endorsed by all euro area central banks.

Resilient banks are described as a prerequisite for long-term growth and competitiveness in the current uncertain environment. The ECB states that competitiveness stems from harmonization, integration, and achieving scale, not from deregulation, but is currently hindered by excessive complexity and fragmentation across national borders.

To address these issues, the Governing Council argues the euro area should operate more like a single jurisdiction for financial regulation. It calls for synchronized advancement on key parts of the banking union, including establishing a European Deposit Insurance Scheme with a defined implementation schedule. The Council also urges policymakers to facilitate deeper capital markets.

The ECB’s Vice-President noted that euro area central banks agree a single banking market with free cross-border movement of capital and liquidity and equal deposit protection is crucial for competitiveness. The Chair of the Supervisory Board added that better integrated markets and cross-border competition can help banks achieve economies of scale and diversify, which alongside financial stability guardrails can strengthen business models and resilience.

Simplification efforts must reduce undue complexity without compromising bank resilience, the ECB asserts. It notes that post-financial crisis reforms successfully restored confidence by making banks more resilient without curtailing their ability to finance the economy. The institution sees no evidence that current capital requirements, which it states are comparable to international standards, have impaired bank efficiency or lending capacity.

The Governing Council’s specific proposed changes include shifting banking rules from directives to regulations, consolidating five macroprudential buffers into two, increasing proportionality for smaller banks, and assigning responsibility for a holistic view of overall capital levels. These latest recommendations build upon simplification proposals published by the Governing Council in December of last year.
