A recent report highlights the growing phenomenon of internal climate migration in Europe, drawing on personal accounts and data from across the continent. According to a Euronews article, individuals like Vaios Giatropoulos in Greece have been forced from their homes after extreme weather events, such as the Storm Daniel that struck central Greece in September 2023 and devastated the town of Palamas.

Giatropoulos, who moved his family to a village on higher ground after the flood, described the helplessness in his son’s eyes during the disaster. He considers his family fortunate to have found a new home quickly, while noting that many other residents of Palamas relocated to nearby cities, Athens, or even abroad. He is part of a steadily expanding group the article identifies as Europe’s first climate migrants, with displacement within national borders no longer an academic issue.

The Geneva-based Internal Displacement Monitoring Centre (IDMC) estimates that approximately 413,000 people were displaced in the EU between 2008 and 2023. The year 2023 was the worst on record, with over 200,000 Europeans internally displaced, mostly due to wildfires and storms.

The experience varies by country. In Germany, extreme weather concerns differ by region. In the northeast, a tendency toward drought has made wildfires more common and severe, with last year being Germany’s worst wildfire year in terms of hectares burned. In southern and western Germany, the immediate danger comes from excessive rainfall. The IDMC recorded 84,000 internal displacements in Germany from 2008 to 2024, with 78,000 caused by flooding. The Ahr Valley floods in 2021 killed 134 people and affected roughly 40,000 more. Martin von Langenthal, who was involved in disaster response with the Red Cross, estimated that 3,500 people were at least temporarily displaced by that event. Survivors faced long-term resource shortages, including damaged infrastructure and a lack of medical care. Container homes and temporary housing were still in use more than two years later.

Due to its Mediterranean location, Greece is particularly vulnerable to climate-related disasters. The IDMC estimates that nearly 300,000 Greeks have been displaced since 2008, mostly due to wildfires, storms, and floods. The village of Vlochos in Thessaly, long prone to flooding, experienced unprecedented destruction during Storm Daniel in 2023, with water levels rising as high as two metres in many homes. Vassilis Kalogiannis, the village’s president, recalled a sense of togetherness that soon eroded as relocation to higher ground became a serious option. The Greek government has offered such an option, provided a clear majority of residents accept it. In the nearby village of Metamorphosis, around 95 per cent of households voted for relocation, partly due to repeated flooding. In Vlochos, residents are divided, with debates sometimes escalating into arguments and physical altercations. Some residents, like Panagiotis Panagiotopolos, support relocation because the village is in a low-lying area, while others, like former police officer Apostolos Markis, want to stay.

In France, Vincent Maquignon, 54, lost his home in Blendecques on 2 January 2024 after torrents of mud flooded it, with 1.4 metres of water on the ground floor. The town had flooded before, and its classification as a high-risk flood zone made selling his house nearly impossible. Nearly 800 people left Blendecques that day. Maquignon moved to a house on higher ground in a neighbouring town and described his family as France’s first climate-displaced people. A recent Odoxa survey indicated that nearly a quarter of France’s population would consider moving due to climate risks. In 2022, around 45,000 people were displaced due to environmental disasters in France.

The article concludes that if worst-case scenarios materialize, Europe is expected to be 2.5°C warmer than pre-industrial levels by 2050, with southern Europe facing longer droughts and more frequent heatwaves, while central and western Europe experience heavier rainfall. Pavlos Baltas, a demographer at Greece’s National Centre for Social Research, stated that internal climate migrants will increase in the coming years as people move to find safer environments or better access to services.
