Tesla’s Full Self-Driving (Supervised) system has been gaining momentum across Europe lately, but a slight regulatory speed bump has just appeared. While multiple European nations have recently opened their roads to the software, one Nordic transport agency is trying to slam on the brakes over a built-in driving feature.

The Speeding Ultimatum

According to a letter recently uncovered by Reuters, the Swedish Transport Administration (TRV) has formally recommended that the European Union vote against a bloc-wide deployment of FSD. The agency’s objection boils down to one specific function: Speed Offset.

The feature allows drivers to set a margin that lets the vehicle travel above the officially posted legal speed limit. In the letter sent to the EU’s Technical Committee on Motor Vehicles (TCMV), the TRV stated that “allowing automated systems to systematically exceed legal speed limits … risks undermining both the legal framework and the expected safety benefits of vehicle automation.” The regulator explicitly noted that if Tesla does not remove the capability to ignore speed limits, Sweden’s representative will vote against approval.

The document, dated April 30, was sent just days after Sweden expanded public FSD testing, following the software’s landmark approval in the Netherlands. The timing reveals that while field testing was expanding, some regulators were quietly pushing back behind the scenes.

A Continent Divided

This pushback comes right as Tesla’s broader European FSD rollout speeds up. Belgium and Denmark recently joined a growing list of nations acknowledging and adopting the Dutch RDW’s approval, following previous green lights for public roads in Estonia and Lithuania.

Currently, the FSD build rolling out to European Tesla owners is configured quite differently from the version found in North America. While North American drivers can choose between distinct speed profiles like Sloth, Hurry, or the more extreme Mad Max, European builds include a specialized contextual max speed feature that adjusts speed to match the traffic flow. Still, the inclusion of the manual Speed Offset remains a dealbreaker for Swedish authorities.

The TCMV is scheduled to meet on June 30 to vote on a bloc-wide FSD rollout. Securing a continent-wide approval requires a qualified majority of 15 out of 27 EU member states, representing at least 65% of the population. If the committee rejects the tech, existing provisional national approvals could lapse after six months. Tesla could easily resolve the deadlock by simply disabling the Speed Offset toggle via an over-the-air software update for European vehicles, or they’ll have to present enough concrete safety data to change Sweden’s mind before a final vote takes place.
