However, it warns that up to \u20ac500 billion in annual investment is currently missing, creating a structural shortfall in financing needed to meet EU climate goals.<\/p>\n<p style=\"text-align: justify;\">Eurelectric argues that investment decisions across the sector are increasingly constrained by what it describes as \u201cstrain-to-gain leverage\u201d, a framework used by companies and financiers to assess debt levels, returns and overall financial risk. According to the paper, this balance is being undermined by policy uncertainty, volatile power prices, grid bottlenecks and counterparty risk, all of which are weakening the business case for clean energy investments.<\/p>\n<p style=\"text-align: justify;\">As a result, the association highlights a growing paradox: while companies are ready to invest and technologies are available, key instruments such as Power Purchase Agreements (PPAs) are stalling due to credit risk concerns and an unstable investment environment.<\/p>\n<p style=\"text-align: justify;\">The paper stresses that restoring investor confidence requires action now, without waiting for the next EU Multiannual Financial Framework (2028\u20132034). It calls for a \u201cderisking agenda\u201d built on both regulatory stability and targeted financial measures to unlock private capital at scale.<\/p>\n<p style=\"text-align: justify;\">Among its main recommendations, Eurelectric urges policymakers to maintain stable electricity market rules, preserve marginal pricing and ensure predictability in carbon and power markets, including the EU Emissions Trading System. It also calls for consistent climate ambition across EU frameworks such as the Taxonomy and national energy and climate plans.<\/p>\n<p style=\"text-align: justify;\">On the financial side, the paper highlights the role of the European Investment Bank (EIB), urging full use of its investment toolbox, expansion of its guarantee programmes, and simplified access to financing instruments. It also proposes strengthening support for corporate PPAs, including measures to reduce counterparty credit risk and broaden eligible participants.<\/p>\n<p style=\"text-align: justify;\">Eurelectric further calls for scaling up PPAs by addressing regulatory and accounting barriers, improving grid access, and enabling longer-term contracts.
