Compared with the preliminary opinion released on November 19, 2025, the final version issued this time has been updated (all updated parts have been indicated in red).<\/p>\n<p class=\"MsoNormal\" style=\"text-align:justify;line-height:1.4\" align=\"justify\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.europesays.com\/europe\/wp-content\/uploads\/2026\/05\/fkmrshe0z5s0.png\" alt=\"\" width=\"900\" height=\"427\"\/><\/p>\n<p>Final Opinion on CBD<\/p>\n<p style=\"text-align:justify;line-height:1.4\">Based on the limited available data, the SCCS considers CBD safe when used at\u00a0concentrations up to 0.19% in dermal cosmetic products and oral cosmetic products-whether used separately or in combination.<\/p>\n<p style=\"text-align:justify;line-height:1.4\">The SCCS considers the presence of THC impurities as safe at concentrations up to\u00a00.00025% in dermal and oral cosmetic products-whether used separately or in\u00a0combination.<\/p>\n<p style=\"text-align:justify;line-height:1.4\">The SCCS acknowledges that the current evaluation may have some limitations because\u00a0of the paucity of data\/information received from a few respondents to the Commission\u2019s\u00a0Call for data. These limitations can be addressed as and when adequate data \/ information\u00a0can be made available by interested Applicants.<\/p>\n<p style=\"text-align:justify;line-height:1.4\">This Scientific Advice does not consider the use of CBD in cosmetic products that may lead\u00a0to exposure of the end-user&#8217;s lungs by inhalation.<\/p>\n<p>Assessment Background<\/p>\n<p style=\"text-align:justify;line-height:1.4\" align=\"justify\">Cannabidiol (CBD) is one of the approximately hundred naturally occurring cannabinoids found\u00a0in Cannabis plants and may account for up to 40 % of the plant&#8217;s extract. Cannabidiol (CBD) is\u00a0included in the\u00a0European\u00a0CosIng\u00a0with the\u00a0reported functions of skin conditioning, skin protecting, antioxidant, anti-sebum, etc.<\/p>\n<p style=\"text-align:justify;line-height:1.4\" align=\"justify\">Currently, CBD as such is not regulated under Cosmetics\u00a0Regulation (EC) No 1223\/2009. However, entry 306 of Annex II to the Cosmetics Regulation\u00a0prohibits \u201cNarcotics, natural and synthetic: All substances listed in Tables I and II of the Single\u00a0Convention on narcotic drugs signed in New York on 30 March 1961\u201d\u00a0for use in cosmetic products.<\/p>\n<p style=\"text-align:justify;line-height:1.4\">Considering the very limited available information regarding the safety of CBD in cosmetic\u00a0products, and to enable the SCCS to perform a safety assessment, a call for data\u00a0to collect\u00a0relevant scientific information was launched from 1 June 2023 to 30 September 2024. In view\u00a0of this, the Commission, requests the SCCS to assess the safety of CBD in cosmetic\u00a0products.<\/p>\n<p>Interpretation of CBD<\/p>\n<p class=\"MsoNormal\" style=\"text-align:justify;line-height:1.4\">The Global Cosmetic Ingredient Regulatory Database-Global CosIng, independently developed by CIRS Group indicates that Cannabidiol (CBD, CAS No 13956-29-1) is included in the following key lists globally.
