As the United States experiences a brain drain<\/a>, Europe is emerging as a key research partner for China as both benefit from an influx of young scientists from America.Rapid changes in geopolitics have brought \u201cmassive changes in the global flow of talent\u201d, according to Patrick Cramer<\/a>, the president of Germany\u2019s Max Planck Society, a leading research body in Europe.<\/p>\n

\u201cThese are exactly the questions that I think about all day,\u201d Cramer said during an interview in Shenzhen in April.<\/p>\n

\u201cOne trigger is the new administration in the United States [which has] changed visa regulations<\/a>, science funding and, for example, attacked Earth system science \u2013 certain fields of research have become difficult,\u201d he said.<\/p>\n

\u201cBut there is another trigger \u2013 the rise of China. There is more money in China, so China is building more institutions and there are more academic jobs available.\u201d<\/p>\n

He said global conflicts including wars meant \u201cpeople sometimes are in a country where they have difficulties doing their work because they cannot think clearly or recruit young people because it is an unsuitable situation\u201d.<\/p>\n
