However, another official said it was an extension of the Brussels\u2019 plans to change how the long-term budget is distributed, with spending programs merged into two main funds.<\/p>\n<p>The officials said they believe the plan is to have a single centralized service manage EU funds. One senior official said the model is the <a href=\"https:\/\/www.politico.eu\/article\/brussels-recovery-bet-tying-funds-to-structural-reforms\/\" rel=\"nofollow noopener\" target=\"_blank\">recovery fund<\/a> that was set up after Covid (handled by the Directorate-General for Structural Reform Support): with national governments submitting spending plans, cash disbursed based on hitting milestones, and centralized oversight.<\/p>\n<p>\u201cIf everything moves to this system, it\u2019s logical to create a service that does exactly that,\u201d the official said of plans for a future DG INVEST.<\/p>\n<p>Commission Executive Vice President\u00a0Raffaele Fitto\u00a0last week <a href=\"https:\/\/y3r710.r.eu-west-1.awstrack.me\/L0\/https:%2F%2Fdmp.politico.eu%2F%3Femail=pdallison74@gmail.com%26destination=https:%2F%2Fwww.politico.eu%2Fnewsletter%2Fbrussels-playbook%2Fursula-von-der-leyens-big-idea%2F\/1\/0102019e43b9d827-e851edf1-78a2-492e-bf97-b207cf804268-000000\/W940owVyLtL4nl3r0ULt6SQOuY0=473\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">publicly hinted<\/a>\u00a0at the restructuring plans, saying: \u201cInside DG REGIO we are reflecting on the opportunity and possibility of creating a more efficient DG and identifying the right model.\u201d<\/p>\n<p>The restructuring process is advancing. On the Commission intranet, seen by Playbook, a dedicated \u201cworkstream\u201d has been set up, tasked with examining how to \u201creview directorates-general structures and better align them with Commission priorities and the future EU budget.\u201d<\/p>\n<p>The lead on the review is\u00a0Val\u00e8re Moutarlier, deputy director-general at the Directorate-General for Internal Market, Industry, Entrepreneurship and SMEs.
