However, the process stalled amid opposition from the previous Hungarian government, which had blocked the start of formal negotiations over concerns related to Kyiv\u2019s membership bid.<\/p>\n<p>STORY CONTINUES BELOW THIS AD<\/p>\n<p>That impasse has now eased after a new government in Budapest reached an agreement with Ukraine on protections for the Hungarian minority, clearing the way for the first stage of talks to proceed.<\/p>\n<p>At a meeting in Brussels on Friday, EU ambassadors approved the opening of the first \u201ccluster\u201d of accession negotiations for both countries. These clusters group together policy areas that candidates must reform in order to align their laws and institutions with EU standards.<\/p>\n<p>In the accession process, candidate countries negotiate policy \u201dchapters\u201d which are grouped into six thematic clusters, covering areas including fundamental rights, internal market and external relations.<\/p>\n<p>\u201dToday, the European Union took a major step forward,\u201d European Council President Antonio Costa and European Commission President Ursula von der Leyen said in a joint statement.<\/p>\n<p>\u201dAt the first Intergovernmental Conference on Monday, we will open the cluster on fundamentals; the backbone of the accession process,\u201d they said.<\/p>\n<p>EU accession negotiations are often lengthy and involve years of work on implementing reforms and meeting European standards.<\/p>\n<p>Costa and von der Leyen said Friday\u2019s decision is \u201da recognition of the determination, courage and hard work shown by both countries in advancing reforms, even in the face of immense challenges.
