While multiple European nations have recently opened their roads to the software, one Nordic transport agency is trying to slam on the brakes over a built-in driving feature.<\/p>\n<p>The Speeding Ultimatum<\/p>\n<p>According to a letter recently uncovered by <a rel=\"noopener nofollow\" target=\"_blank\" href=\"https:\/\/www.reuters.com\/business\/autos-transportation\/sweden-may-oppose-teslas-supervised-self-driving-tech-europe-over-speeding-2026-06-18\/\">Reuters<\/a>, the Swedish Transport Administration (TRV) has formally recommended that the European Union vote against a bloc-wide deployment of FSD. The agency&#8217;s objection boils down to one specific function: Speed Offset.<\/p>\n<p>The feature allows drivers to set a margin that lets the vehicle travel above the officially posted legal speed limit. In the letter sent to the EU&#8217;s Technical Committee on Motor Vehicles (TCMV), the TRV stated that \u201callowing automated systems to systematically exceed legal speed limits &#8230; risks undermining both the legal framework and the expected safety benefits of vehicle automation.\u201d The regulator explicitly noted that if Tesla does not remove the capability to ignore speed limits, Sweden\u2019s representative will vote against approval.<\/p>\n<p>The document, dated April 30, was sent just days after <a href=\"https:\/\/www.notateslaapp.com\/news\/4063\/tesla-fsd-in-europe-sweden-approves-public-testing\" rel=\"nofollow noopener\" target=\"_blank\">Sweden expanded public FSD testing<\/a>, following the software\u2019s <a href=\"https:\/\/www.notateslaapp.com\/news\/3941\/tesla-fsd-is-approved-in-the-netherlands-will-roll-out-shortly\" rel=\"nofollow noopener\" target=\"_blank\">landmark approval in the Netherlands<\/a>. The timing reveals that while field testing was expanding, some regulators were quietly pushing back behind the scenes.<\/p>\n<p>A Continent Divided<\/p>\n<p>This pushback comes right as Tesla\u2019s broader <a href=\"https:\/\/www.notateslaapp.com\/news\/4279\/teslas-european-fsd-rollout-speeds-up-with-belgium-approval\" rel=\"nofollow noopener\" target=\"_blank\">European FSD rollout speeds up<\/a>. Belgium and <a href=\"https:\/\/www.notateslaapp.com\/news\/4273\/tesla-fsd-supervised-officially-approved-in-denmark\" rel=\"nofollow noopener\" target=\"_blank\">Denmark<\/a> recently joined a growing list of nations acknowledging and adopting the Dutch RDW\u2019s approval, following previous green lights for public roads in <a href=\"https:\/\/www.notateslaapp.com\/news\/4219\/tesla-fsd-receives-approval-in-estonia-rolling-out-soon\" rel=\"nofollow noopener\" target=\"_blank\">Estonia<\/a> and <a href=\"https:\/\/www.notateslaapp.com\/news\/4176\/tesla-launches-fsd-supervised-in-lithuania\" rel=\"nofollow noopener\" target=\"_blank\">Lithuania<\/a>.<\/p>\n<p>Currently, the FSD build rolling out to European Tesla owners is configured quite differently from the version found in North America. While North American drivers can choose between distinct speed profiles like Sloth, Hurry, or the more extreme Mad Max, European builds include a specialized <a href=\"https:\/\/www.notateslaapp.com\/news\/3963\/tesla-fsd-supervised-in-europe-heres-whats-different\" rel=\"nofollow noopener\" target=\"_blank\">contextual max speed feature<\/a> that adjusts speed to match the traffic flow. Still, the inclusion of the manual Speed Offset remains a dealbreaker for Swedish authorities.<\/p>\n<p>What This Means for EU-Wide FSD Approval<\/p>\n<p>The debate comes at a crucial moment for FSD\u2019s global scaling. Securing a continent-wide approval requires a qualified majority of 15 out of 27 EU member states, representing at least 65% of the population. If the committee rejects the tech, existing provisional national approvals could lapse after six months.
