He said the documents had crossed the \u201cred lines\u201d set by the Georgian people.<\/p>\n<p class=\"has-background\" style=\"background-color:#e8eaec\">On 24 June 2026, the Parliamentary Assembly of the Council of Europe (PACE) <a href=\"https:\/\/jam-news.net\/pace-criticizes-georgia-over-democratic-backsliding\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">adopted<\/a> a critical resolution on Georgia. Eighty-four members voted in favour, one voted against and four abstained. The resolution reaffirms the Assembly\u2019s previous assessments and says that Georgia continues to move away from democratic principles. It also says pressure on civil society, the opposition and critical voices continues. Earlier, on 17 June, the European Parliament <a href=\"https:\/\/jam-news.net\/european-parliament-criticizes-georgia\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">adopted<\/a> a separate resolution stating that Georgia\u2019s EU accession process has effectively been suspended. It said the ruling Georgian Dream party bears full responsibility for the situation.<\/p>\n<p>Speaking at a briefing, Papuashvili said the recent resolutions adopted by the European Parliament and the Parliamentary Assembly of the Council of Europe not only question the legitimacy of Georgia\u2019s government but also contradict the very idea of Georgian statehood.<\/p>\n<p>He argued that, by invoking the name of the European Union and the idea of European integration, the European Parliament had effectively challenged the independence and sovereignty that, in his words, the Georgian people had won \u201cthrough struggle and bloodshed.\u201d<\/p>\n<p>  <a class=\"\" href=\"https:\/\/jam-news.net\/sanctions-against-georgian-government\/\" rel=\"nofollow noopener\" target=\"_blank\"><br \/>\n    <img decoding=\"async\" class=\"wi-full-height wi-ratio-img\" src=\"https:\/\/www.europesays.com\/europe\/wp-content\/uploads\/2026\/06\/1781808597.png\" alt=\"Sanctions against Georgian government\" uk-img=\"\"\/><br \/>\n  <\/a><\/p>\n<p>According to Papuashvili, the European Parliament resolution, drafted by Lithuanian MEP Rasa Juknevi\u010dien\u0117, sends the political message that the legitimacy of Georgia\u2019s government should be determined not by Georgian voters but by what he described as \u201cBrussels\u2019 political bureaucracy\u201d. He argued that this approach contradicts the fundamental democratic principle that the people are the ultimate source of political authority.<\/p>\n<p>\u201cThe European Parliament is effectively saying that Georgia\u2019s government should derive its legitimacy from the confidence of the EU\u2019s political elite rather than from the choice of the Georgian people. That reflects the logic of feudal vassalage, not a union of equal partners,\u201d Papuashvili said.<\/p>\n<p>He also argued that the European Parliament treats the legitimacy of Georgia\u2019s government as an issue that external political centres can decide rather than Georgian voters. Papuashvili compared this approach to Russia\u2019s policy towards Georgia\u2019s occupied territories. He said Moscow denies Georgia\u2019s sovereignty over those territories, while the European Parliament refuses to recognise Georgia\u2019s sovereignty over the country as a whole.<\/p>\n<p>Papuashvili also highlighted the resolution\u2019s reference to the Georgian Orthodox Church. He said linking the Church to Russian religious networks and influence operations amounted to \u201cthe first open attack on the Georgian Church by an official European institution\u201d and insulted the religious beliefs of millions of worshippers.<\/p>\n<p>He added that it was essential for the ruling party that the European Commission clearly distance itself from the European Parliament\u2019s position. According to Papuashvili, EU institutions should understand that attacking both the Georgian Orthodox Church and Georgia\u2019s sovereignty amounts to an attack on the country\u2019s historical foundations.<\/p>\n<p>  <a class=\"\" href=\"https:\/\/jam-news.net\/wide-ranging-interview-on-georgia-us-relations\/\" rel=\"nofollow noopener\" target=\"_blank\"><br \/>\n    <img decoding=\"async\" class=\"wi-full-height wi-ratio-img\" src=\"https:\/\/www.europesays.com\/europe\/wp-content\/uploads\/2026\/06\/Screenshot-2026-06-24-at-01.06.34.png\" alt=\"Wide-ranging interview on Georgia-US relations\" uk-img=\"\"\/><br \/>\n  <\/a><\/p>\n<p>At the briefing, Papuashvili also responded to the European Parliament\u2019s recognition of former Georgian President Salome Zourabichvili as the country\u2019s legitimate representative. He argued that Zourabichvili no longer holds state authority under Georgia\u2019s Constitution and laws, while the European Parliament describes the parliament, government and president elected by the Georgian people as a \u201cde facto government\u201d. According to Papuashvili, that assessment shows disrespect for the 2.1 million voters who expressed their political will in the parliamentary elections.<\/p>\n<p>The parliamentary speaker also said the EU bureaucracy should take effective steps to restore dialogue with Georgia.
