Kitchen top, am I screwed? Save me please

I just noticed tap in kitchen is lose and found from the bottom that it was leaking and looks like damaged wood (kitchen top)

As new kitchen was installed 3 years ago by the landlord, some firma was hired for installation. Kitchen is from ikea. After few months I sent email to landlord about the poor workmanship like poor insulation. Landlord took no action, i talked verbally to Hausmeister and he put silicon by himself little bit here and there, and I thought it is somehow manageable. Looks like there was minor leakage

Questions:

1. Is that repairable or whole top should be replaced now?

2. Should i inform landlord or it is on me now to fix it?
