Install security cameras, find out who they are, make them regret
How nice of them to provide you with written evidence for a police complaint.
Go to the police, as long as it’s not your garbage feel free to lodge a complaint against “unknown” neighbor
And get a copy and paste the copy on your door addressed to the “unknown” neighbor
and where is the racism here? find out who does that and talk to that person. set up a trap, wait for them to put the trash in front of your apartment and confront them.

No offence to anyone But I am genuinely wondering if Is it really that bad in German? For expats I mean. Are the majority there racist and prejudiced?
Put some gloves on and go through the trash. You’ll probably find receipts and maybe even personal info there. Godspeed
