US non immigrant Visa application

Hey everyone,

I am trying to renew my non-immigrant US Visa here in Germany (I am not german, nor a EU citizen), through the consulate in Frankfurt. I already filled the DS formular but I am now asked to pay a fee and schedule an appointment. I am having a lot of Problems with this because I do not understand how this works. I understand one needs to create some sort of account the appointment scheduling service but when I do I get the message shown in the picture. Has anyone gone through this process? Could someone help me? Can I go and turn in my documents without an appointment and pay for the fee in Situ?
