1. Europe needs a nuclear umbrella independent of the USA as its first priority. I do think it needs a regular army as well, but I don’t think current conventional forces are insufficient at all. 2 to 3 % of GDP seems more than enough.

6. Just rearming isn’t enough.

   There will be needed a cultural and educational shift.
