For context, they didn’t do this sooner because the initial roll out of starlink was ad hoc and included donated units so it wasn’t possible to inventory all the terminals in Ukraine.
3 days ago, the Ukrainian Defence Ministry announced that they were going ahead with a whitelist approach and that unlisted terminals would be cut off. This isn’t dawdling on the part of the Ministry or SpaceX, it’s the result of risk vs benefit analysis now pointing towards whitelisting being preferable where it wasn’t before.
