Tying this to Venezuela is a clever move from them, because it puts the onus on the USA and Venezuela to actually provide the oil. Since they know the oil will never come, they are planning to just keep buying Russian oil.
Venezuela can’t currently provide enough oil to matter anymore. Who is going to invest billions of dollars into oil infrastructure in Venezuela right now? What guarantees would they have that Trump (and then his successor) can keep Venezuela on-side and Venezuela wont just steal the infrastructure again?
These investments take many years to break even. It’d be quite the risky gamble to make, and they’d be doing it during a period of super low oil prices, and if successful they’d just drive oil prices down even further.
There is a bit of slump in Russian oil imports to India, even though they still are by far their largest suppliers. Changes like this take time, let’s wait and see what the data shows in a couple of months.
