The guy is corrupt. He was caught stealing, and now caught again trying to flee. Thus no, not all Ukrainians are corrupt, it just takes time and effort to get rid of systemic corruption installed and cultivated by decades of Soviet occupation and post-Soviet ruSSia-loving collaborators or ruSSian infiltrators.
