This not a IT failure, but a process and human failure. She reached out during all these months and not one employee was able to help her correct her application.

The way this usually works is that the governments puts out a call for tenders (which happens in public) and then various companies/providers submit a bid (which also happens in public) and then a winner is chosen (also public)
