It’s a TAE socket and it’s taped because the wall was recently painted by someone who didn’t give a shit to do it properly.
You can remove it. The taping was done to keep the paint off the switch.

I feel a little silly for not knowing what it is but that tape is just masking tape. Likely used so you can paint more freely without getting paint on the socket.
Whoever painted forget to take off the tape. It’s a telephone socket, TAE Dose
