Tento syst\u00e9m m\u00e1 od roku 2028 pokr\u00fdva\u0165 emisie z nehnute\u013enost\u00ed, cestnej prepravy a \u010fal\u0161\u00edch nadv\u00e4zuj\u00facich odvetv\u00ed. Oproti doteraj\u0161iemu syst\u00e9mu ETS1, ktor\u00fd sa zameriaval na \u0165a\u017ek\u00fd priemysel, tak ETS2 v\u00f4bec po prv\u00fdkr\u00e1t poc\u00edtia be\u017en\u00e9 dom\u00e1cnosti priamo na cen\u00e1ch svojich energi\u00ed a pohonn\u00fdch hm<\/strong>\u00f4t.<\/p>\n<p>\u267b\ufe0f Hlavn\u00fdm z\u00e1merom t\u00fdchto zmien je udr\u017ea\u0165 ceny povoleniek pod kontrolou a zamedzi\u0165 ich prudk\u00fdm v\u00fdkyvom. K\u013e\u00fa\u010dovou novinkou je pravidlo, \u017ee ak cena emisnej povolenky vyst\u00fapi nad 45 eur za tonu CO2, objem povoleniek uvo\u013e\u0148ovan\u00fdch z rezervy sa zdvojn\u00e1sob\u00ed. Lehota na ich povinn\u00e9 uvo\u013enenie po splnen\u00ed podmienok sa navy\u0161e skracuje zo 60 na 30 dn\u00ed a potvrdilo sa, \u017ee t\u00e1to rezerva bude v prev\u00e1dzke aj po roku 2030, hoci sa s t\u00fdm p\u00f4vodne nepo\u010d\u00edtalo.<\/p>\n<p>\u270d\ufe0f Aktu\u00e1lna \u00faprava obsahuje d\u00f4le\u017eit\u00fd poistn\u00fd ventil, pod\u013ea ktor\u00e9ho sa polovica nespotrebovan\u00fdch povoleniek zlikviduje k za\u010diatku roka 2034 a zvy\u0161ok k 1. janu\u00e1ru 2036. Ide o v\u00fdrazn\u00fa zmenu oproti prvotn\u00e9mu n\u00e1vrhu Komisie, ktor\u00fd po\u010d\u00edtal s uvo\u013enen\u00edm celkovo 600 mili\u00f3nov povoleniek bez ak\u00e9hoko\u013evek obmedzenia, \u010do by v praxi znamenalo vypustenie dodato\u010dn\u00fdch 600 mili\u00f3nov ton CO2 do ovzdu\u0161ia.<\/p>\n<p>\u2757<strong>Existuje v\u0161ak opodstatnen\u00e1 obava zo soci\u00e1lnych d\u00f4sledkov, ke\u010f\u017ee ceny povoleniek by mohli do konca dek\u00e1dy vyletie\u0165 nad 100 eur za tonu, \u010do by najtvrd\u0161ie zasiahlo rodiny s n\u00edzkymi pr\u00edjmami. Parlament preto apeloval na Komisiu, aby d\u00f4kladne vyhodnotila tieto vplyvy a zv\u00e1\u017eila \u010fal\u0161iu pomoc, od nav\u00fd\u0161enia prostriedkov v Soci\u00e1lnom klimatickom fonde a\u017e po mo\u017en\u00e9 prechodn\u00e9 \u00fa\u013eavy pre obytn\u00e9 budovy.<\/strong><\/p>\n<p>\ud83c\uddea\ud83c\uddfa Poslanci z\u00e1rove\u0148 podotkli, \u017ee samotn\u00e9 chrlenie \u010fal\u0161\u00edch povoleniek na trh nie je liekom na soci\u00e1lne rizik\u00e1 spojen\u00e9 s ETS2. Skuto\u010dn\u00fdm rie\u0161en\u00edm je mas\u00edvna podpora dekarboniz\u00e1cie, teda invest\u00edcie do tepeln\u00fdch \u010derpadiel, zatep\u013eovania budov, kvalitnej hromadnej dopravy a rozvoja elektromobility.
