Chaque ann\u00e9e, environ 460 millions de tonnes de plastiques sont produites. Si nous ne faisons rien, cette quantit\u00e9 est appel\u00e9e \u00e0 tripler d\u2019ici 2060. C\u2019est pourquoi ce mardi 10 juin, lors de la Conf\u00e9rence des Nations Unies sur l\u2019Oc\u00e9an (UNOC) organis\u00e9e par la France et le Costa Rica du 9 au 13 juin 2025 \u00e0 Nice, une d\u00e9claration commune sign\u00e9e par 95 pays r\u00e9affirme notre ambition commune et mondiale de mettre fin au fl\u00e9au de la pollution plastique.<br \/>\n<img fetchpriority=\"high\" decoding=\"async\" class=\"size-large wp-image-94083\" src=\"https:\/\/www.europesays.com\/fr\/wp-content\/uploads\/2025\/06\/Plastique-Photo-hagay-sobol-1024x1024.jpg\" alt=\"Destimed Plastique Photo hagay sobol\" width=\"1024\" height=\"1024\"  \/>(Photo Hagay Sobol)<\/p>\n<p>Conform\u00e9ment au mandat de la r\u00e9solution 5\/14 de l\u2019Assembl\u00e9e des Nations unies pour l\u2019environnement, les pays de l\u2019ensemble des r\u00e9gions du monde ont ainsi pu proclamer leur volont\u00e9 de conclure un trait\u00e9 international ambitieux et efficace prenant en compte l\u2019ensemble du cycle de vie des plastiques.<\/p>\n<p>Cette d\u00e9claration commune s\u2019articule autour de cinq points pour parvenir \u00e0 un accord \u00ab\u00a0\u00e0 la hauteur de ce que la science nous dit et de ce que nos citoyens r\u00e9clament \u00bb:<\/p>\n<ol>\n<li>Appeler \u00e0 l\u2019adoption d\u2019un <strong>objectif mondial de r\u00e9duction de la production et de la consommation de polym\u00e8res plastiques primaires <\/strong>;<\/li>\n<li>Mettre en place une <strong>obligation juridiquement contraignante pour<\/strong> <strong>\u00e9liminer progressivement les produits plastiques les plus probl\u00e9matiques et les substances chimiques pr\u00e9occupantes<\/strong>, en soutenant l\u2019\u00e9laboration d\u2019une liste mondiale de ces produits et substances ;<\/li>\n<li>Am\u00e9liorer, par une obligation contraignante, la <strong>conception des produits plastiques<\/strong> et s\u2019assurer d\u2019un <strong>impact environnemental minimal<\/strong> et qui prot\u00e8ge la sant\u00e9 humaine;<\/li>\n<li>Se doter d\u2019un <strong>m\u00e9canisme financier<\/strong> \u00e0 la hauteur de l\u2019ambition du trait\u00e9 et soutenant sa mise en \u0153uvre efficace;<\/li>\n<li>S\u2019engager en faveur d\u2019un <strong>trait\u00e9 efficace et ambitieux<\/strong> qui peut \u00e9voluer dans le temps et r\u00e9agir aux changements des preuves et connaissances \u00e9mergentes.<\/li>\n<\/ol>\n<p><strong>Agn\u00e8s Pannier-Runacher, ministre de la Transition \u00e9cologique, de la Biodiversit\u00e9, de la For\u00eat, de la Mer et de la P\u00eache se r\u00e9jouit <\/strong> \u00ab de voir autant de pays r\u00e9affirmer le besoin d\u2019un trait\u00e9 ambitieux pour mettre fin \u00e0 la pollution plastique. C\u2019est un signal fort que nous envoyons collectivement au reste du monde \u00e0 quelques semaines de la reprise des n\u00e9gociations \u00e0 Gen\u00e8ve. Sans ambigu\u00eft\u00e9, et comme plus d\u2019une centaine de pays l\u2019avaient d\u00e9j\u00e0 martel\u00e9 \u00e0 Busan en d\u00e9cembre dernier, nous r\u00e9it\u00e9rons l\u2019urgence d\u2019agir, en agissant \u00e0 la source du probl\u00e8me, pour r\u00e9duire notre production et notre consommation de plastiques, et en proposant des solutions concr\u00e8tes pour le faire. \u00bb<\/p>\n<p><strong>Jean-No\u00ebl Barrot,<\/strong> <strong>ministre de l\u2019Europe et des Affaires \u00e9trang\u00e8res<\/strong>, <strong>insiste pour sa part : \u00ab<\/strong>La pollution plastique est un fl\u00e9au et l\u2019oc\u00e9an en est la premi\u00e8re victime. La Mer M\u00e9diterran\u00e9e en particulier \u00e9touffe sous le poids de cette pollution. La science nous alerte sur son impact sur le climat, la biodiversit\u00e9 et la sant\u00e9 humaine et nous exhorte \u00e0 agir. C\u2019est pourquoi, nous avons voulu lancer cet Appel de Nice, en faveur d\u2019un trait\u00e9 ambitieux contre la pollution plastique, en organisant une mobilisation diplomatique de grande ampleur, \u00e0 la hauteur des enjeux pour nos concitoyens. \u00bb<\/p>\n<p><strong>Barbara Pompili, ambassadrice d\u00e9l\u00e9gu\u00e9e \u00e0 l\u2019environnement rappelle<\/strong> : <strong>\u00ab<\/strong>A moins de deux mois d\u2019une session cruciale de n\u00e9gociations sur le trait\u00e9 plastique, pr\u00e8s de 100 pays s\u2019unissent pour r\u00e9affirmer leur d\u00e9termination \u00e0 apporter une r\u00e9ponse \u00e0 la hauteur de l\u2019enjeu. C\u2019est un puissant signal d\u2019espoir.\u00bb<\/p>\n<p><strong>Vers un trait\u00e9 mondial pour mettre fin \u00e0 la pollution plastique<\/strong><\/p>\n<p>La cinqui\u00e8me Assembl\u00e9e des Nations Unies pour l\u2019environnement a adopt\u00e9 en mars 2022 une r\u00e9solution historique en vue de n\u00e9gocier un trait\u00e9 mondial pour mettre fin \u00e0 la pollution plastique, fond\u00e9 sur une approche globale couvrant l\u2019ensemble du cycle de vie des plastiques. Apr\u00e8s cinq premi\u00e8res sessions de n\u00e9gociations (Uruguay, France, Kenya, Canada, et Cor\u00e9e du Sud), une session CIN-5.2 se tiendra \u00e0 Gen\u00e8ve (Suisse) du 5 au 14 ao\u00fbt 2025. Lors du CIN-5, une coalition de plus de 100 pays, issus de tous les groupes r\u00e9gionaux et de tous les niveaux de d\u00e9veloppement, ont r\u00e9affirm\u00e9 leur ambition de conclure un trait\u00e9 ambitieux prenant en compte l\u2019ensemble du cycle de vie des plastiques (y compris la r\u00e9duction de la production). Le <strong>\u00ab<\/strong>Nice wake up call for an ambitious plastics treaty\u00bb \u00a0vise \u00e0 r\u00e9affirmer cette ambition majoritaire \u00e0 quelques semaines de la reprise des n\u00e9gociations \u00e0 Gen\u00e8ve. <strong>\u00ab<\/strong>Pays h\u00f4te de la 2e session de n\u00e9gociation et engag\u00e9e depuis le d\u00e9but des discussions en faveur de l\u2019ambition, la France, comme l\u2019Union europ\u00e9enne, continue \u00e0 \u0153uvrer en faveur de la r\u00e9ussite du processus de n\u00e9gociation.\u00bb<\/p>\n<p>\u00a0<\/p>\n<p><strong>The Nice wake up call for an ambitious plastics treaty<\/strong><\/p>\n<p>We, the Ministers and representatives from the majority of the INC members, from various regions and levels of development, reaffirm our common ambition to end plastic pollution to protect human health and the environment from its adverse effects, based on a comprehensive approach that<br \/>addresses the full lifecycle of plastics, as mandated by UNEA resolution 5\/14.<\/p>\n<p>We are heartened by the constructive engagement of the majority of Intergovernmental Negotiating Committee (INC) Members to conclude an effective treaty that is urgently needed, acknowledging the scale of socioeconomic challenges that ending plastic pollution may represent for certain Parties.<\/p>\n<p>While all elements of the draft treaty text are important, we believe that the following five points are key to reach an agreement that is commensurate with what science tells us and our citizens are calling for:<\/p>\n<p>Reaffirming that the full lifecycle of plastics includes the production and consumption stages, we recognize that addressing the increasing and unsustainable levels of production and consumption of plastics is essential and represents one of the most efficient and cost-effective approaches to achieving the objective to end plastic pollution. We therefore call for the adoption of a global target to reduce the production and consumption of primary plastic polymers to sustainable levels, to be regularly adjusted with a view of enhancing the level of ambition. We also call for an obligation for Parties to report on their production, imports and exports of primary plastic polymers, and to take measures across the full lifecycle of plastics to achieve the global target.<\/p>\n<p>We call for a legally binding obligation to phase out the most problematic plastic products and chemicals of concern in plastic products including those most likely to cause harm or hinder circularity. We support a global list of plastic products and chemicals of concern therein, as well as a robust scientific approach for the COP to take decisions on new entries to this list whilst allowing for flexibilities that take into account specific national circumstances.<\/p>\n<p>We emphasize the importance of a binding obligation to improve the design of plastic products and ensure they cause minimum environmental impact and safeguard human health in order, inter alia, to reduce the use of primary raw materials and chemicals of concern in plastic products while increasing the use of recycled content, and to improve their recyclability and reusability, in pursuit of circular economy approaches.<\/p>\n<p>We recognize the need for effective means of implementation and accessible, new and additional financing, noting the special circumstances of least developed countries and small island developing states. We underscore the need to mobilize the necessary resources from all sources, public and private, domestic and international, in a way that ensures the achievement of the objectives and provisions of the treaty and guided by the polluter-pays principle. We call for the establishment of a financial mechanism that is commensurate with the ambition of the treaty and supports its efficient implementation.<\/p>\n<p>We call for an effective and ambitious treaty that can evolve over time and is responsive to changes in emerging evidence and knowledge.
