At a time when global food systems face growing pressures from climate change, geopolitical instability, supply-chain disruptions and structural vulnerabilities, the role of specialized financial institutions has become increasingly critical. Across the Global South, particularly in Africa, agricultural finance has emerged as a decisive lever for ensuring food security, stabilizing rural livelihoods and strengthening economic resilience.
In Morocco, Crédit Agricole du Maroc (CAM), positioned at the intersection of commercial banking and development finance, stands out as a unique institutional model.

The bank has, for more than six decades, played a central role in financing agriculture, supporting agribusiness value chains and advancing rural development. It provides around 85 percent of the country’s agricultural loans, with nearly half of its portfolio dedicated to farming and agri-business. Its hybrid model, combining market-driven banking operations with a public-service mission, offers a compelling reference for countries seeking to reconcile financial sustainability with inclusive development objectives.

A dual-banking model bridging market efficiency and public mandate
Crédit Agricole du Maroc’s defining feature lies in its dual mandate. On one side, CAM operates as a full-fledged commercial bank, providing financial services to corporates, agribusinesses, exporters and large-scale agricultural operators. Its activities include corporate banking, investment and project finance, trade finance, treasury services and structured finance solutions.
On the other side, CAM fulfills a clear public-service mission to support smallholder farmers, agricultural cooperatives and rural communities. This includes providing tailored financial products, seasonal crop financing, livestock support, risk-sharing mechanisms and inclusive banking solutions adapted to the specificities of rural economies.
This dual model enables us to address two critical objectives simultaneously: ensuring financial performance and contributing to socioeconomic development. By bridging formal finance with the realities of small-scale agriculture, we play a systemic role in stabilizing rural incomes and facilitating farmers’ integrations into formal value chains.
A strategic partner in national development and food security
Crédit Agricole du Maroc is closely aligned with national strategies, such as the Moroccan Green Plan (2008-2020) and the Green Generation (2020-2030), related to agricultural transformation, food security and sustainable development. The bank acts as a key financial enabler of Morocco’s agricultural modernization agenda and contributes to the implementation of public policies aimed at improving productivity, competitiveness and resilience in the agricultural sector.
Through our bank’s interventions, we support investments in production systems, the modernization of farming practices, the development of agro-processing capacities and the integration of farmers into structured markets. CAM also plays a critical role in supporting export-oriented value chains, thereby contributing to foreign-exchange generation and enhancing the country’s food sovereignty.
By financing both upstream agricultural activities and downstream agro-industrial investments, the bank reinforces the agricultural sector’s structural transformation and strengthens its resilience to economic and climatic shocks.
Deep sectoral expertise and value-chain integration
One of Crédit Agricole du Maroc’s key strengths is its deep sectoral expertise. Over time, the bank’s staff has developed specialized knowledge across major agricultural and agro-industrial value chains, including cereals, fruits and vegetables, citrus, livestock, dairy, seafood and edible oils, as well as food-processing industries.
Our financing approach covers the entire value chain from primary production and input supply to processing, logistics, storage, marketing and export. This integrated strategy allows us to tailor financial solutions to the specific risk profiles, production cycles and investment needs of different agricultural subsectors.
Beyond financing, the bank also supports the adoption of modern farming techniques, the development of storage and cold-chain infrastructure, the promotion of sustainable practices and the integration of digital tools in agricultural finance.
Strong relationships with interprofessions and the agricultural ecosystem
Beyond its financial role, CAM is deeply anchored in rural ecosystems, acting as a strategic bridge between public policy, economic actors and local communities. This position is built on our long-standing relationships with a wide range of stakeholders, allowing the institution to catalyze territorial development.
Our staff maintains particularly strong ties with agricultural interprofessions, key actors in structuring and developing value chains. This proximity provides us with a deep understanding of sector dynamics, helps us anticipate needs and supports us in co-developing solutions tailored to each value chain.
At the same time, the bank operates within a broader ecosystem-based approach, working closely with public institutions, development agencies, professional organizations, cooperatives and private operators. Supporting youth and women in rural areas
Empowering youth and women sits at the heart of our mission to drive inclusive growth and long-term territorial development. As these populations often face specific constraints, including limited access to finance and markets, we employ a comprehensive approach to support the entire value chain rather than focusing solely on traditional lending.
Crédit Agricole du Maroc’s staff has developed tailored financing solutions, including simplified products, dedicated channels such as ARDI for microfinance and TEF for meso-finance, and solutions adapted to economic models such as cooperatives and rural micro-entrepreneurship.
Beyond financing, we also provide non-financial support through capacity-building and financial-literacy initiatives, aimed at strengthening skills and enhancing the sustainability of projects, with women representing a significant share of the beneficiaries.
Our bank also plays a key role in integrating youth and women into structured economic circuits by facilitating their inclusion in value chains, supporting cooperative dynamics and improving access to markets. This approach helps transform individual initiatives into sustainable economic projects, generating income and employment in rural areas.
Promoting sustainable and climate-resilient agriculture

As climate change increasingly affects agricultural productivity and natural resources, we at Crédit Agricole du Maroc have reinforced our commitment to sustainable, climate-resilient agriculture. Our bank supports investments in a broad range of areas, including water-efficient irrigation systems, renewable-energy solutions, energy efficiency, sustainable land management and climate-smart agricultural practices.
This commitment is notably reflected in the ISTIDAMA program, developed in partnership with the Agence Française de Développement (AFD). Designed as an integrated financing solution, ISTIDAMA combines tailored credit, a 10-percent investment grant and free technical assistance to support agricultural and agro-industrial actors in their transitions towards more sustainable and resilient models.
By incorporating environmental and climate-related considerations into its financing strategies, CAM helps mitigate risks while supporting transitions to more resilient and sustainable agricultural systems. This approach aligns with global climate objectives and reinforces the long-term viability of agricultural value chains.
Embedding climate and environmental considerations
Crédit Agricole du Maroc has progressively integrated climate- and environmental-risk management into its governance and financing processes, in line with regulatory requirements and international best practices.
Through our Environmental and Social Management System (ESMS), our staff systematically assesses environmental and social risks associated with our financing activities and promotes responsible investment practices across our portfolio.
In parallel, we increasingly embed climate-risk considerations into our credit analysis to strengthen our financial resilience. This endeavor is supported by two complementary pillars: macro-level climate-risk mapping and exposure analysis alongside a dedicated climate-risk assessment tool fully integrated into the credit-granting process. This combined approach enables us to better anticipate the physical and transition risks affecting our clients and their respective value chains.
A platform for regional cooperation and South–South exchange
Beyond its domestic role, Crédit Agricole du Maroc is increasingly recognized as a regional reference institution in agricultural finance. Our experience in designing agricultural financing models, supporting value chains and promoting rural inclusion positions us as a valuable partner for other countries facing similar challenges.
We actively partner with international development institutions, multilateral organizations and financial institutions across Africa. These collaborations focus on knowledge sharing, capacity building, co-financing initiatives and developing scalable models for agricultural and rural finance.
Through South–South cooperation, CAM contributes to strengthening food systems, enhancing financial inclusion and supporting sustainable economic development across the African continent.
A strategic partnership for climate adaptation in Africa
At Crédit Agricole du Maroc, we have confirmed our commitment to sustainable development by becoming a strategic financial partner of the AAA Initiative, launched ahead of COP22 (22nd session of the Conference of the Parties). The initiative provides an innovative response to the challenges of climate-change adaptation in African agriculture. It promotes and supports the development of concrete projects aimed at improving soil management, irrigation-water efficiency and climate-risk management while improving access to financing solutions across the continent.
Over the past decade, the initiative has progressively established itself as a key continental platform, mobilizing public and private stakeholders and helping place agriculture at the core of the climate agenda. It also supports the development of scalable solutions, with a growing focus on facilitating their deployment and long-term financing across African agricultural systems.
