{"id":1672,"date":"2026-04-02T00:22:12","date_gmt":"2026-04-02T00:22:12","guid":{"rendered":"https:\/\/www.europesays.com\/france\/1672\/"},"modified":"2026-04-02T00:22:12","modified_gmt":"2026-04-02T00:22:12","slug":"what-australia-can-learn-from-frances-approach-to-free-public-transport","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/france\/1672\/","title":{"rendered":"What Australia can learn from France&#8217;s approach to free public transport"},"content":{"rendered":"<p class=\"paragraph_paragraph___QITb\">A year after the last energy crisis shook the world, a French city made a bold move.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Already known for the pedestrian-friendly Place de la Com\u00e9die that sits at its medieval core, Montpellier introduced free public transport.<\/p>\n<p class=\"paragraph_paragraph___QITb\">The words &#8220;equality, freedom, solidarity and ecology&#8221; were emblazoned across the city&#8217;s trams and buses to signal the shift.<\/p>\n<p class=\"paragraph_paragraph___QITb\">First-time mayor Micha\u00ebl Delafosse was fulfilling an election promise, saying it was the city&#8217;s contribution to environmental sustainability.<\/p>\n<p class=\"paragraph_paragraph___QITb\">It allowed the city&#8217;s half a million residents to use its public bus and tram networks free of charge.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;By making public transport free, we are taking a bold step towards social justice,&#8221; Mr Delafosse said in a social media post in 2023.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Montpellier is not alone; almost 50 cities across France offer its residents free public transport.<\/p>\n<p class=\"paragraph_paragraph___QITb\">As the US and Israel&#8217;s war on Iran drives up prices at the petrol bowser, it has raised questions about the role of public transport to ease the hit on Australians&#8217; hip pockets.<\/p>\n<p class=\"paragraph_paragraph___QITb\">In a rare national address last night, Prime Minister Anthony Albanese said there were &#8220;simple ways&#8221; that Australians could do their bit.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;And over coming weeks, if you can switch to catching the train or bus or tram to work, do so,&#8221; \u00a0he said.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;That builds our reserves and it saves fuel for people who have no choice but to drive.&#8221;<\/p>\n<p class=\"paragraph_paragraph___QITb\"><a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2026-04-02\/iran-war-live-updates-trump-prime-time-address-peace-deal\/106524270\" data-component=\"Link\" data-uri=\"coremedia:\/\/article\/106524270\" rel=\"nofollow noopener\" target=\"_blank\">Iran war live updates:<\/a> For the latest news on the Middle East conflict, read our blog.<\/p>\n<p><a href=\"https:\/\/www.abc.net.au\/news\/2026-03-30\/victoria-and-tasmania-free-public-transport\/106512252\" data-component=\"FullBleedLink\" class=\"RelatedCard_link__rsgR9 FullBleedLink_root__lTw_U interactive_focusContext__yRhc_ interactive_defaults__AKxUU FullBleedLink_showVisited__g3Xvz\" rel=\"nofollow noopener\" target=\"_blank\">Which states have made public transport free<\/a><\/p>\n<p class=\"Typography_base__sj2RP RelatedCard_synopsis__cFwMW Typography_sizeMobile14__u7TGe Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">As fuel prices continue to rise some states have moved to make public transport free. (Supplied)<\/p>\n<p class=\"paragraph_paragraph___QITb\">Mr Smith-Gander, who lives in Canberra, drives most days to make it to competitive cheerleader training.<\/p>\n<p class=\"paragraph_paragraph___QITb\">But to save on petrol, he has started to make changes.<\/p>\n<p class=\"paragraph_paragraph___QITb\">He now takes public transport whenever he can.<\/p>\n<p class=\"paragraph_paragraph___QITb\">He took a bus from the national capital to Sydney to attend a competition over the weekend.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Last week, ACT politicians <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2026-03-24\/canberra-liberals-fail-in-bid-to-reduce-public-transport-fares\/106490078\" data-component=\"Link\" data-uri=\"coremedia:\/\/article\/106490078\" rel=\"nofollow noopener\" target=\"_blank\">voted down a motion<\/a> to offer 50 cent fares for public transport in response to spiralling fuel prices.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Free public transport would have little effect on people in regional and rural areas, such as Sue Mickan who lives in Coonalpyn, a country town about a 2-hour drive south-east of Adelaide.<\/p>\n<p class=\"paragraph_paragraph___QITb\">The federal government has <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2026-03-30\/fuel-excise-halved-three-months-petrol-diesel\/106510432\" data-component=\"Link\" data-uri=\"coremedia:\/\/article\/106510432\" rel=\"nofollow noopener\" target=\"_blank\">halved the fuel excise<\/a> for three months, estimating it will reduce the cost of petrol and diesel by 26.3 cents a litre.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Ms Mickan, who is in her 60s, said with limited public transport services in her area, she has chosen to work with her local community to organise carpools.<\/p>\n<p><img decoding=\"async\" alt=\"A woman in her 60s standing near her car wearing glasses.\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.europesays.com\/france\/wp-content\/uploads\/2026\/04\/bb4085ccb77557420b0ab42b9c0ddf54.jpeg\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Sue Mickan says a round trip to her nearest supermarket and pharmacy is just over an hour. (Supplied)<\/p>\n<p class=\"paragraph_paragraph___QITb\">There&#8217;s about a 100-kilometre round trip between her home, and the nearest major pharmacy and grocery store, which is in Meningie.<\/p>\n<p>&#8220;We would get no benefit from a free public transport system at all,&#8221;  she said.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;It means that we&#8217;re trying to work collaboratively amongst our friends to have not all of us having to go [into Meningie] on the same day, but spread it.&#8221;<\/p>\n<p>What happened when transport went free in French cities<\/p>\n<p class=\"paragraph_paragraph___QITb\">Unlike Australia, there are a large number of cities in France that boast free public transport.<\/p>\n<p class=\"paragraph_paragraph___QITb\">About 49 cities have free services, which has grown from just six in 2000, according to the <a class=\"Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"http:\/\/www.obs-transport-gratuit.fr\/les-villes-du-transport-gratuit-163\/les-chiffres-cles-2346\/\" data-component=\"Link\" rel=\"nofollow noopener\" target=\"_blank\">Observatory of Free Transport Cities<\/a>.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Arnaud Passalacqua, from the Observatory of Free Transport Cities, said fare-free travel had increased passenger numbers.<\/p>\n<p class=\"paragraph_paragraph___QITb\">It had also improved the perception of the public transport network.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;There is also a reduction in incidents of anti-social behaviour,&#8221; Professor Passalacqua said.<\/p>\n<p>&#8220;And, likely, greater uptake among the most socially vulnerable groups, who previously did not apply for the existing concessionary fares.&#8221;<\/p>\n<p class=\"paragraph_paragraph___QITb\">A study by the observatory in 2019 found in Dunkirk, which first announced plans to make services free in 2014, about half of new passengers chose to use the bus over journeys they previously took by car.<\/p>\n<p class=\"paragraph_paragraph___QITb\">But the city took about four years from first announcing the policy to it taking effect.<\/p>\n<p class=\"paragraph_paragraph___QITb\">In 2015, bus services were made free on weekends, and in September 2018 it was extended to seven days a week.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Deputy mayor of Dunkirk Jean-Fran\u00e7ois Montagne said making services free was not enough.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;If the service is underused, timetables not well-understood, if buses are always late, and you don&#8217;t change people&#8217;s views of public transit, then it won&#8217;t work,&#8221; he told Reasons To Be Cheerful.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Montpellier, which has a population of about 500,000, replaced Dunkirk as the largest city in France to have free public transport in 2023.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Mayor Delafosse followed a similar process as Dunkirk, first introducing free public transport on weekends in 2020, before making it free throughout the week three years later.<\/p>\n<p class=\"paragraph_paragraph___QITb\">The city still charges non-residents for the use of its public bus and tram network.<\/p>\n<p class=\"paragraph_paragraph___QITb\">It has also since introduced <a class=\"Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.iledefrance-mobilites.fr\/en\/decouvrir\/versement-mobilite\" data-component=\"Link\" rel=\"nofollow noopener\" target=\"_blank\">the mobility tax<\/a>, which is a longstanding tax first developed in the early 1970s in Paris.<\/p>\n<p><a href=\"https:\/\/www.abc.net.au\/news\/2025-11-10\/140-years-since-first-cable-tram-melbourne\/105988072\" data-component=\"FullBleedLink\" class=\"RelatedCard_link__rsgR9 FullBleedLink_root__lTw_U interactive_focusContext__yRhc_ interactive_defaults__AKxUU FullBleedLink_showVisited__g3Xvz\" rel=\"nofollow noopener\" target=\"_blank\">140 years since Melbourne&#8217;s first cable tram<\/a><\/p>\n<p class=\"Typography_base__sj2RP RelatedCard_synopsis__cFwMW Typography_sizeMobile14__u7TGe Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">The city got its first tram in 1885 and the fleet has grown to become the world&#8217;s largest tram network.<\/p>\n<p class=\"paragraph_paragraph___QITb\">It is a tax on businesses with at least 11 employees, which then goes to funding the public transport system in local areas.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;It has gradually been extended to smaller towns. It was not, therefore, introduced to fund fare-free public transport,&#8221; Professor Passalacqua said.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;Local authorities can adjust the rate within limits set at national level.&#8221;<\/p>\n<p class=\"paragraph_paragraph___QITb\">But Professor Passalacqua said free transport schemes in France varied and operated differently across regions.<\/p>\n<p class=\"paragraph_paragraph___QITb\">The form of fare-free transport could be total or partial, and the objectives of each city range were not the same, he said.<\/p>\n<p class=\"paragraph_paragraph___QITb\">There are about an additional 25 French cities that have partially free services with 12 offering it only on weekends, and 13 only to older people.<\/p>\n<p>&#8220;The main lesson to be learnt from the French experience is to be wary of the apparent simplicity of the word &#8216;free,'&#8221;  Professor Passalacqua said.Could it work in Australia?<\/p>\n<p class=\"paragraph_paragraph___QITb\">Prior to Victoria and Tasmania announcing temporary free public transport, Queensland was the only state where fare prices were the closest to free across the country.<\/p>\n<p><a href=\"https:\/\/www.abc.net.au\/news\/2025-11-17\/brisbanes-new-bus-network-saves-commuters-journey-times-\/106011424\" data-component=\"FullBleedLink\" class=\"RelatedCard_link__rsgR9 FullBleedLink_root__lTw_U interactive_focusContext__yRhc_ interactive_defaults__AKxUU FullBleedLink_showVisited__g3Xvz\" rel=\"nofollow noopener\" target=\"_blank\">New bus timetable sees positive results<\/a><\/p>\n<p class=\"Typography_base__sj2RP RelatedCard_synopsis__cFwMW Typography_sizeMobile14__u7TGe Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Early data shows Brisbane&#8217;s new bus network saves commuters two minutes on average in first three months<\/p>\n<p class=\"paragraph_paragraph___QITb\">The Sunshine State <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2024-05-26\/qld-fifty-cent-public-transport-preelection-trial-translink-cost\/103894398\" data-component=\"Link\" data-uri=\"coremedia:\/\/article\/103894398\" rel=\"nofollow noopener\" target=\"_blank\">first announced its policy of 50 cent fares<\/a> in May 2024 by the then-Labor government, and continued under the current LNP government.<\/p>\n<p class=\"paragraph_paragraph___QITb\">University of Sydney&#8217;s John Rose, a transport economist, said initially when reduced fares were introduced in Queensland there was a decrease in passenger trips.<\/p>\n<p class=\"paragraph_paragraph___QITb\">But Queensland was not an outlier, according to Professor Rose.<\/p>\n<p class=\"paragraph_paragraph___QITb\">His research has examined jurisdictions where reduced fares or free public transport has been implemented.<\/p>\n<p>&#8220;It really does not move the dial anywhere. It doesn&#8217;t increase aggregate demand,&#8221;  he said.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;What it does do is there is some promotion of more equity. So you do tend to get more favourable outcomes for lower-income households.&#8221;<\/p>\n<p class=\"paragraph_paragraph___QITb\">But patronage began to improve after the <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2025-06-04\/brisbane-new-bus-timetable-explained\/105354608\" data-component=\"Link\" data-uri=\"coremedia:\/\/article\/105354608\" rel=\"nofollow noopener\" target=\"_blank\">redesign of Brisbane&#8217;s bus network<\/a> by the local council on June 30, 2025.<\/p>\n<p class=\"paragraph_paragraph___QITb\">It saw about three-quarters of Brisbane&#8217;s bus services change in some way, with services being cut, added, rerouted, renamed, or split in half.<\/p>\n<p class=\"paragraph_paragraph___QITb\">The redesign saw almost an immediate impact in August last year with the largest number of passenger trips recorded since the policy was introduced.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;It wasn&#8217;t the fares that was driving it. It&#8217;s the actual network design,&#8221; Professor Rose said.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;Design [the network] so it travels to and from where people need to get to.
