The Paris Agreement set out to improve upon and replace the <a href=\"https:\/\/www.britannica.com\/event\/Kyoto-Protocol\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">Kyoto Protocol<\/a>, an earlier international treaty designed to curb the release of <a href=\"https:\/\/www.britannica.com\/science\/greenhouse-gas\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">greenhouse gases<\/a>. It entered into force on November 4, 2016, and has been signed by 195 countries and ratified by 190 as of January 2021.<\/p>\n<p class=\"topic-paragraph\">From November 30 to December 11, 2015, France hosted representatives from 196 countries at the <a href=\"https:\/\/www.britannica.com\/topic\/United-Nations\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">United Nations<\/a> (UN) <a href=\"https:\/\/www.britannica.com\/science\/climate-change\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">climate change<\/a> conference, one of the most important and most ambitious global <a href=\"https:\/\/www.britannica.com\/science\/climate-meteorology\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">climate<\/a> meetings ever assembled. The objective was no less than a binding and universal agreement designed to limit greenhouse gas emissions to levels that would prevent global <a href=\"https:\/\/www.britannica.com\/science\/temperature\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">temperatures<\/a> from increasing more than 2 \u00b0C (3.6 \u00b0F) above the temperature <a class=\"md-dictionary-link md-dictionary-tt-off mw\" data-term=\"benchmark\" href=\"https:\/\/www.merriam-webster.com\/dictionary\/benchmark\" data-type=\"MW\" rel=\"nofollow noopener\" target=\"_blank\">benchmark<\/a> set before the beginning of the <a href=\"https:\/\/www.britannica.com\/event\/Industrial-Revolution\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">Industrial Revolution<\/a>.<\/p>\n<p> Background <\/p>\n<p class=\"topic-paragraph\">The meeting was part of a process dating back to the <a href=\"https:\/\/www.britannica.com\/event\/United-Nations-Conference-on-Environment-and-Development\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">1992 Earth Summit<\/a> in <a href=\"https:\/\/www.britannica.com\/place\/Rio-de-Janeiro-Brazil\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">Rio de Janeiro<\/a>, <a href=\"https:\/\/www.britannica.com\/place\/Brazil\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">Brazil<\/a>, when countries initially joined the international <a href=\"https:\/\/www.britannica.com\/topic\/treaty\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">treaty<\/a> called the <a href=\"https:\/\/www.britannica.com\/topic\/United-Nations-Framework-Convention-on-Climate-Change\" class=\"md-crosslink \" rel=\"nofollow noopener\" target=\"_blank\">United Nations Framework Convention on Climate Change<\/a>. Seeing the need to strengthen emission reductions, in 1997, countries adopted the Kyoto <a class=\"md-dictionary-link md-dictionary-tt-off mw\" data-term=\"Protocol\" href=\"https:\/\/www.merriam-webster.com\/dictionary\/Protocol\" data-type=\"MW\" rel=\"nofollow noopener\" target=\"_blank\">Protocol<\/a>. That <a href=\"https:\/\/www.britannica.com\/event\/Kyoto-Protocol\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">protocol<\/a> legally bound developed countries to emission reduction targets. However, the agreement was widely believed to be ineffective because the world\u2019s two top <a href=\"https:\/\/www.britannica.com\/science\/carbon-dioxide\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">carbon dioxide<\/a>-emitting countries, <a href=\"https:\/\/www.britannica.com\/place\/China\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">China<\/a> and the <a href=\"https:\/\/www.britannica.com\/place\/United-States\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">United States<\/a>, chose not to participate. China, a <a href=\"https:\/\/www.britannica.com\/money\/developing-country\" class=\"md-crosslink autoxref \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">developing country<\/a>, was not bound by the Kyoto Protocol, and many U.S. government officials used this fact to justify U.S. nonparticipation.<\/p>\n<p class=\"topic-paragraph\">At the <a href=\"https:\/\/www.britannica.com\/event\/COP18\" class=\"md-crosslink \" rel=\"nofollow noopener\" target=\"_blank\">18th Conference of the Parties<\/a> (COP18), held in <a href=\"https:\/\/www.britannica.com\/place\/Doha\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">Doha<\/a>, <a href=\"https:\/\/www.britannica.com\/place\/Qatar\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">Qatar<\/a>, in 2012, delegates agreed to extend the Kyoto Protocol until 2020. They also reaffirmed their pledge from COP17, which had been held in <a href=\"https:\/\/www.britannica.com\/place\/Durban\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">Durban<\/a>, <a href=\"https:\/\/www.britannica.com\/place\/South-Africa\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">South Africa<\/a>, in 2011, to create a new, <a class=\"md-dictionary-link md-dictionary-tt-off mw\" data-term=\"comprehensive\" href=\"https:\/\/www.merriam-webster.com\/dictionary\/comprehensive\" data-type=\"MW\" rel=\"nofollow noopener\" target=\"_blank\">comprehensive<\/a>, legally binding <a href=\"https:\/\/www.britannica.com\/science\/climate-meteorology\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">climate<\/a> treaty by 2015 that would require all countries\u2014including major <a href=\"https:\/\/www.britannica.com\/science\/carbon-chemical-element\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">carbon<\/a> emitters not <a class=\"md-dictionary-link md-dictionary-tt-off mw\" data-term=\"abiding\" href=\"https:\/\/www.merriam-webster.com\/dictionary\/abiding\" data-type=\"MW\" rel=\"nofollow noopener\" target=\"_blank\">abiding<\/a> by the Kyoto Protocol\u2014to limit and reduce their emissions of carbon dioxide and other <a href=\"https:\/\/www.britannica.com\/science\/greenhouse-gas\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">greenhouse gases<\/a>.<\/p>\n<p class=\"topic-paragraph\">In the lead-up to the Paris meeting, the UN tasked countries to submit plans detailing how they intended to reduce greenhouse gas emissions. Those plans were technically referred to as intended nationally determined contributions (INDCs). By December 10, 2015, 185 countries had submitted measures to limit or reduce their greenhouse gas emissions by 2025 or 2030. The U.S. announced in 2014 its intention to reduce its emissions 26\u201328 percent below 2005 levels by 2025. To help accomplish that goal, the country\u2019s <a href=\"https:\/\/www.britannica.com\/topic\/Clean-Power-Plan\" class=\"md-crosslink \" rel=\"nofollow noopener\" target=\"_blank\">Clean Power Plan<\/a> was to set limits on existing and planned power plant emissions. About 24 percent of the global population without access to <a href=\"https:\/\/www.britannica.com\/science\/electricity\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">electricity<\/a> (304 million) resided in India. Nevertheless, the country planned to \u201creduce the emissions intensity of its GDP by 33 to 35 percent by 2030\u201d versus the 2005 levels. The country also sought to derive about 40 percent of its <a href=\"https:\/\/www.britannica.com\/technology\/electric-power\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">electric power<\/a> from <a href=\"https:\/\/www.britannica.com\/science\/renewable-energy\" class=\"md-crosslink autoxref \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">renewable energy<\/a> sources rather than from <a href=\"https:\/\/www.britannica.com\/science\/fossil-fuel\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">fossil fuels<\/a> by 2030. The INDC noted that the implementation plans would not be affordable from domestic resources: it estimated that at least $2.5 trillion would be needed to accomplish climate-change actions through 2030.
