Total investment is estimated at \u20ac4.5 billion ($5.1 billion).<\/p>\n<p data-start=\"1156\" data-end=\"1444\">\u201cWe are delighted to have filed for authorization and to have reached this major milestone for Centre Manche Energies,\u201d said Thierry Muller, project director for the subsidiary. He added that the company intends to continue developing a \u201ccompetitive, value-creating project for Normandy.\u201d<\/p>\n<p data-start=\"1446\" data-end=\"1770\">The filing includes technical and environmental studies, preliminary engineering designs, and installation plans required under France\u2019s permitting framework. TotalEnergies said the environmental impact assessment incorporates survey findings, consultations with government agencies, and feedback from regional stakeholders.<\/p>\n<p data-start=\"1772\" data-end=\"2065\">The project now enters the next phase of the French permitting process, with authorities set to review and complete the application dossier. TotalEnergies said it will continue consultations with local officials, environmental groups, maritime industries, and residents throughout the process.<\/p>\n<p data-start=\"2067\" data-end=\"2382\">Construction is expected to create up to 2,500 jobs over a three-year buildout period, with the company aiming to leverage Normandy\u2019s established offshore wind supply chain expertise. TotalEnergies also said it intends to prioritize European suppliers for major components including wind turbines and subsea cables.<\/p>\n<p data-start=\"2384\" data-end=\"2762\">The project underscores the growing scale of offshore wind development in France, which has lagged behind other major European markets such as the U.K. and Germany despite ambitious decarbonization targets. Paris has been accelerating tenders in recent years as it seeks to reduce dependence on fossil fuels while complementing its large nuclear fleet with renewable generation.<\/p>\n<p data-start=\"2764\" data-end=\"3042\">For TotalEnergies, the Normandy project forms part of a broader strategy to expand its integrated power business.
