The airline, which operates the inaugural commercial routes of the C919, China\u2019s home-grown passenger jet, had placed another Airbus order just three months earlier.<\/p>\n<p>Why is this major Chinese airline <a target=\"_self\" class=\"e1yy41x40 ef9u0v01 css-1ankfgb ecgc78b0\" href=\"https:\/\/www.scmp.com\/economy\/article\/3358540\/china-eastern-buys-25-a330neo-widebody-jets-domestic-interest-rises-airbus-wings?module=inline&amp;pgtype=article\" title=\"\" data-qa=\"BaseLink-renderAnchor-StyledAnchor\" rel=\"nofollow noopener\">transferring billions<\/a> to a European company China\u2019s government is trying to supplant?As a widebody jet, the A330neo competes in a segment where the <a target=\"_self\" class=\"e1yy41x40 ef9u0v01 css-1ankfgb ecgc78b0\" href=\"https:\/\/www.scmp.com\/topics\/comac?module=inline&amp;pgtype=article\" title=\"\" data-qa=\"BaseLink-renderAnchor-StyledAnchor\" rel=\"nofollow noopener\">Commercial Aircraft Corporation of China (Comac)<\/a> currently has no product, so this is not a simple hedge against delays. These orders represent something more strategic: capital paid now for operational knowledge, trained personnel and supply-chain integration that China\u2019s aviation sector will absorb over time.This fits a clear pattern. Earlier this year, <a target=\"_self\" class=\"e1yy41x40 ef9u0v01 css-1ankfgb ecgc78b0\" href=\"https:\/\/www.scmp.com\/topics\/civil-aviation-administration-china-caac?module=inline&amp;pgtype=article\" title=\"\" data-qa=\"BaseLink-renderAnchor-StyledAnchor\" rel=\"nofollow noopener\">China\u2019s Civil Aviation Administration (CAAC)<\/a> reportedly withheld approvals for nearly 20 completed Airbus aircraft, an episode Airbus CEO Guillaume Faury described as an \u201cadministrative delay\u201d. The hold-up contributed to the lowest first-quarter deliveries for Airbus since 2009 and left roughly \u20ac5 billion (US$5.7 billion) in completed aircraft undelivered. Analysts noted the obvious: the Airbus relationship has become leverage for Beijing\u2019s pressure on the European Union.<\/p>\n<p datatype=\"p\" data-qa=\"Component-Component\" class=\"e8zc9q40 css-1c6uqr6 ec74h0k1\">Generosity one month, coercion the next. That is not inconsistency. It is leverage, applied through different instruments towards the same long-term goal.<\/p>\n<p>The relationship that makes this possible was built over two decades. It deepened last October when Airbus opened its <a target=\"_self\" class=\"e1yy41x40 ef9u0v01 css-1ankfgb ecgc78b0\" href=\"https:\/\/www.scmp.com\/economy\/china-economy\/article\/3216234\/airbus-launch-second-assembly-line-china-factory-part-trade-and-tech-deals-between-beijing-and-paris?module=inline&amp;pgtype=article\" title=\"\" data-qa=\"BaseLink-renderAnchor-StyledAnchor\" rel=\"nofollow noopener\">second<\/a> A320 family assembly line in Tianjin, its 10th final assembly line worldwide. This came just nine days after a similar ceremony in Mobile, Alabama, a sequence seen as intended to balance US-China trade tensions. Since 2008, the Airbus operation in Tianjin has assembled more than 780 A320 aircraft.
