As Washington weighs its next diplomatic steps, three major European powers are quietly building a plan to prevent decisions about Ukraine being made without them.<\/p>\n
European countries fear that U.S. President Donald Trump may leave Europe out of negotiations to end Russia\u2019s war against Ukraine. France, Germany, and the United Kingdom are therefore working together on a framework that would allow Europe to participate in any future agreements.<\/p>\n
European diplomats are preparing a common position to protect the interests of the continent\u2019s countries in possible negotiations. The initiative is being coordinated primarily by France and Germany, according to two senior European diplomats and a European official monitoring the effort.<\/p>\n
Britain Takes a Cautious Approach to the Initiative<\/p>\n
The United Kingdom is taking part in the joint efforts but is proceeding more cautiously. According to the diplomats, London does not want to strain relations with Donald Trump, particularly after the change of prime minister.<\/p>\n
At the same time, European governments see no signs that Russian President Vladimir V. Putin is ready for serious negotiations. They expect that any potential dialogue with Moscow over Ukraine will be led by the United States.<\/p>\n
