Heather Corbett has been named the city’s interim finance director, following the departure of former interim Brian Lewis.
Lewis was introduced this week as the new finance officer in Camden County.
City Manager Reggie Goodson announced Corbett as interim director during an emergency-called city meeting on Tuesday. Council also voted unanimously to reinstate Goodson as finance officer for the time being. Councilmembers Katherine Felton, Javis Gibbs and Ronnie Morris were absent from the meeting.
Corbett was previously the city’s senior accountant. She will serve as interim director while the city searches for a permanent director. Corbett replaced former interim director Lewis, who was appointed to the post in April 2025 following the departure of former director Mark DeMay. Lewis was previously the city’s assistant finance director.
DeMay was hired in February of 2025, and resigned in late March of the same year. Corbett will be the third director appointed since previous director Alicia Steward resigned in July 2024.
Corbett’s salary while serving as interim finance director is roughly $93,212.
In Camden County, Lewis was introduced as new finance officer.
“We are very pleased to welcome Brian Lewis to our leadership team,” said Camden Manager Erin Burke.
“His deep regional roots and proven track record in public fiscal management make him uniquely qualified to maintain strong financial accountability and serve our local community with excellence.”
According to Camden’s announcement, Lewis is bringing “a robust background in municipal finance, human resources and budget compliance” and will oversee fiscal operations and budget implementation.
Lewis is a 2010 graduate of Gardner-Webb University with a bachelor’s degree in business administration, according to Camden officials.
His professional background includes, in addition to Elizabeth City, local government experience with the City of Chesapeake and the Town of Hertford.
Lewis’s salary as finance officer is $104,506, according to Burke.
