BERLIN- Germany has released its first standalone military strategy along with a sweeping defense reform package that aims to transform the Bundeswehr into Europe’s strongest conventional fighting force by 2039.

Defense Minister Boris Pistorius presented the documents to lawmakers on April 22, 2026, marking the most comprehensive overhaul of German military planning in decades.

The package includes a new capability profile, a personnel growth plan targeting 260,000 active-duty troops, a redesigned reserve strategy, and a modernization agenda with 153 concrete measures.

The strategy identifies Russia as the primary security threat and introduces a unified theater approach linking NATO territory, the Middle East, and the Indo-Pacific.

Germany’s First Standalone Military Strategy

The military strategy, titled “Verantwortung für Europa” (Responsibility for Europe), sets out scenarios for potential attacks on NATO territory and positions Russia as the central threat to European security.

Pistorius declined to reveal classified threat assessments, stating that doing so would amount to sharing intelligence with adversaries.

The strategy introduces a significant doctrinal shift. Germany will adopt a “one theater approach” that treats NATO territory, the Middle East, and the Indo-Pacific as interconnected security zones rather than separate operational areas. This reflects a broader recognition that threats in one region directly affect stability in others.

The Ministry of Defense describes all documents in the package as classified “living documents” subject to continuous revision. Unclassified summaries were released publicly to provide transparency on the strategic direction. These documents will serve as the Bundeswehr’s planning foundation for the next 20 years, Defense News reported.

Effects-Based Capability Profile Replaces Hardware Quotas

The accompanying capability profile marks a departure from traditional defense planning. Instead of setting fixed numbers for tanks, aircraft, or ships, Germany will now use an effects-based planning model that focuses on the operational outcomes the military must deliver.

Pistorius identified deep precision strike, air defense against hypersonic missiles, and drone capabilities as top priority areas. He acknowledged that Germany is essentially starting from scratch on long-range strike capability.

The shift toward effects-based planning allows the Bundeswehr to adapt its force structure based on evolving threats rather than rigid equipment targets.

Personnel Growth Plan Targets 460,000 Combat-Ready Troops

The personnel plan outlines an ambitious expansion of Germany’s armed forces. The Bundeswehr will grow from its current strength of 185,420 active-duty soldiers to 260,000 by the mid-2030s. Simultaneously, the reserve force will expand from approximately 60,000 assigned reservists to at least 200,000, bringing the combined total to 460,000 combat-ready troops.

The expansion follows a three-phase timeline. The first phase focuses on rapid buildup through 2029. The second phase, running through 2035, emphasizes capability-focused expansion.

The third phase extends through 2039 and beyond with a technology-driven approach. New legislation that took effect in January 2026 enshrines these milestones in law. Conscription, already embedded in the new military service law as a fallback measure, becomes an option if voluntary recruitment targets are not met.

Current recruitment trends are encouraging. Nicole Schilling, the military’s deputy inspector-general, confirmed that recruitment is running 10% above last year’s pace and applications have increased by 20%.

Reserve Force Elevated to Equal Standing with Active Troops

The reserve strategy represents a fundamental shift in how Germany views its reserve forces. Previously treated as a secondary force activated only during emergencies, the reserve is now positioned “on par with the active force.” Pistorius described the reserve as “the hinge between the military and civil society.”

Under the new strategy, reservists will take on homeland defense responsibilities and ensure Germany functions as a logistics hub for allied forces moving eastward during a crisis. This dual role reflects NATO’s need for reliable rear-area support as forward-deployed forces respond to threats along the alliance’s eastern flank.

Modernization Agenda Introduces 153 Measures to Cut Bureaucracy

The reform package includes the Entbürokratisierungs- und Modernisierungsagenda 2026 (EMA26), a modernization agenda containing 153 concrete measures and 580 implementation steps.

The agenda targets bureaucratic reduction, workflow digitization, and the deployment of artificial intelligence in routine administrative tasks.

A notable innovation within EMA26 is the introduction of automatic expiry dates for all internal regulations. This mechanism ensures that outdated rules are regularly reviewed and either renewed or removed, preventing the accumulation of unnecessary administrative burden.

Procurement Challenges and Global Supply Constraints

Pistorius acknowledged risks to the reform timeline. Surging demand for air defense systems from Middle Eastern nations has already compressed global production capacity, creating competition for limited manufacturing slots.

While Germany has secured funding and initiated procurement processes, external supply chain variables remain outside Berlin’s direct control.

“We have the money and we’ve triggered procurement,” Pistorius said, adding that not all factors influencing delivery timelines can be managed domestically. The admission highlights a broader challenge facing NATO allies as multiple countries simultaneously pursue rapid military modernization.
