{"id":1825,"date":"2026-04-02T17:09:22","date_gmt":"2026-04-02T17:09:22","guid":{"rendered":"https:\/\/www.europesays.com\/germany\/1825\/"},"modified":"2026-04-02T17:09:22","modified_gmt":"2026-04-02T17:09:22","slug":"merzs-80-return-plan-for-syrians-in-germany-stirs-controversy-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/germany\/1825\/","title":{"rendered":"Merz\u2019s 80% return plan for Syrians in Germany stirs controversy \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall \">Journalists in <a href=\"https:\/\/www.irishtimes.com\/tags\/germany\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/germany\/\">Germany<\/a> are warned when they get a politician\u2019s speech text in advance: \u201ces gilt das gesprochene Wort\u201d or \u201cwhat counts is what\u2019s said\u201d.<\/p>\n<p class=\"c-paragraph paywall \">Chancellor <a href=\"https:\/\/www.irishtimes.com\/tags\/friedrich-merz\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/friedrich-merz\/\">Friedrich Merz<\/a>, not yet a full year in office, is well on his way to replacing that rule with another: what counts is what isn\u2019t said.<\/p>\n<p class=\"c-paragraph paywall \">The chancellor\u2019s latest verbal slip this week gave an intriguing glimpse into the 70-year-old leader\u2019s squeeze between the expectations of statesmanship and a growing political battle between his centre-right Christian Demoratic (CDU) and the far right.<\/p>\n<p class=\"c-paragraph paywall \">On Monday, during an inaugural visit to Germany of Syria\u2019s interim leader Ahmed al-Sharaa, Merz told a post-talks press conference that they had discussed the nearly one million Syrians who had fled the civil war a decade ago and settled in Germany.<\/p>\n<p class=\"c-paragraph paywall \">Those listening to Merz heard him say: \u201cIn the longer perspective of the next three years, it is also &#8230; the wish of president al-Sharaa that around 80 per cent of the Syrians living in Germany return to their homeland.\u201d<\/p>\n<p class=\"c-paragraph paywall \">Minutes later, Germany\u2019s leading news agency, DPA, turned the press conference into a story with the headline: \u201cMerz: 80 per cent of Syrians back in their country in three years.\u201d<\/p>\n<p class=\"c-paragraph paywall \">The government disputed this version, issuing a transcript that suggested the 80 per cent goal \u201cwas the wish of the Syrian president\u201d. <\/p>\n<p class=\"c-paragraph paywall \">Merz agreed with that interpretation in a subsequent written statement. Hours later at Chatham House event in London, however, al-Sharaa dismissed the Berlin claims as fiction, saying the 80 per cent was mentioned by Merz.<\/p>\n<p class=\"c-paragraph b-it-article-body__interstitial-link\">[\u00a0<a aria-label=\"Open related story\" class=\"c-link\" href=\"https:\/\/www.irishtimes.com\/world\/europe\/2026\/03\/31\/german-chancellors-stand-on-iran-war-puts-berlin-at-odds-with-trump\/\" rel=\"noreferrer nofollow noopener\" target=\"_blank\">German chancellor\u2019s stand on Iran war puts Berlin at odds with TrumpOpens in new window<\/a>\u00a0]<\/p>\n<p class=\"c-paragraph paywall \">Last year the chancellor\u2019s more populist Bavarian allies, the Christian Social Union (CSU) flagged an 80 per cent return goal for Syrians.<\/p>\n<p class=\"c-paragraph paywall \">On Wednesday a government spokesman attempted to end discussion, saying both leaders agreed a \u201csignificant number\u201d of returnees was likely.<\/p>\n<p><img decoding=\"async\" data-chromatic=\"ignore\" alt=\"Ahmed al-Sharaa and Friedrich Merz at the chancellery in Berlin. Photograph: John MacDougall\/AFP\/Getty Images <\/p>\n<p class=\"c-paragraph paywall \">\u201cAfter the civil war, the time for return has come and the grounds for protection has expired,\u201d said spokesman Stefan Kornelius. \u201cIt is not about a number but the [return] project as such.\u201d<\/p>\n<p class=\"c-paragraph paywall \">Of the 944,000 Syrian citizens in Germany, 663,000 have temporary, war-related residency permits. Nearly 80,000 more are currently in the asylum process, some 10,000 are due for deportation while the remainder have various visas and residency permits.<\/p>\n<p class=\"c-paragraph paywall \">Around 250,000 Syrians have already acquired German citizenship in the past decade while official figures suggest around 3,700 Syrians returned home last year.<\/p>\n<p class=\"c-paragraph paywall \">CSU politicians are delighted that Merz has revived their proposal from last year but CDU backbenchers fear the Merz slip has released a populist genie from its bottle.<\/p>\n<p class=\"c-paragraph paywall \">Apart from unanswered questions about the modalities of return, German healthcare groups point out how nearly 8,000 Syrian carers and doctors are, in many regions, the glue holding together many overstretched hospitals. Countless more Syrians work in the private care sector, childcare and public transport.<\/p>\n<p class=\"c-paragraph b-it-article-body__interstitial-link\">[\u00a0<a aria-label=\"Open related story\" class=\"c-link\" href=\"https:\/\/www.irishtimes.com\/life-style\/people\/2025\/12\/06\/returning-home-syria-went-through-all-layers-of-hell-until-the-miracle-happened-the-dictator-fell\/\" rel=\"noreferrer nofollow noopener\" target=\"_blank\">Returning home to Syria after 13 years: A writer reflects on her journey to Damascus after fall of AssadOpens in new window<\/a>\u00a0]<\/p>\n<p class=\"c-paragraph paywall \">Given all that, the opposition Green Party has described the 80 per cent remark as \u201cnot just far from reality but cynical, not just for ignoring the fragile security situation in Syria but also how many Syrian refugees have long become part of our society\u201d.<\/p>\n<p class=\"c-paragraph paywall \">CDU foreign policy spokesman Roderich Kiesewetter agreed his party leader\u2019s remark was \u201cproblematic in several respects\u201d.
