original approval in 2023.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">This proposed change requires <a href=\"https:\/\/www.newsshopper.co.uk\/news\/23843992.aldi-orpington-plans-approved-despite-car-emission-fears\/?ref=ed_direct\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"elm:link;elmt:article_link;slk:Aldi;itc:0;sec:content-canvas\" data-yga=\"{&quot;yLinkElement&quot;:&quot;context_link&quot;,&quot;yModuleName&quot;:&quot;content-canvas&quot;,&quot;yLinkText&quot;:&quot;Aldi&quot;}\" class=\"link \">Aldi<\/a> to prove it has a Bronze Fleet Operator Recognition Scheme (FORS) membership before the new store can be occupied, instead of the silver-level membership required previously.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">FORS is a voluntary accreditation scheme which focuses on training commercial vehicle drivers in best practice to reduce collisions and ensure they have the skills to operate roadworthy vehicles.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Frankie &amp; Benny&#8217;s at the site before it was demolished (Image: Google Maps)<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">According to the council report, bronze accreditation focuses on foundational legal compliance and safety, whereas silver requires vehicles to have extra safety equipment and includes commitments to reducing environmental impacts.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Under the proposed amendment, a commitment to bronze would be needed for the new haulier, due in June 2027, while proof of silver membership would then be required within two years of the Aldi opening.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Transport for London (TfL) has no objection to this, the report reveals, as it &#8220;recognises the difficulty that the applicant may have in achieving FORS Silver level by the date of opening&#8221;.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">However, Farnborough Village Society (FVS) and seven residents objected to the proposal, citing the &#8220;health and safety risks&#8221; on the A21 where the store is located, and raising &#8220;significant concern&#8221; about HGV movements entering and exiting the site.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The committee is recommended to grant permission for the amendment, but a final decision will be made at the meeting on June 1.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The new Aldi would replace a Frankie &amp;
