It follows meetings in Paris in 2024, marking the first anniversary of the war, and in London in 2025, marking the second, neither of which produced a ceasefire or a credible political framework.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-3-MSROWOSOMBEKTA5TXESNLWTM34\">Germany, the African Union, the EU, France, the UK and the US are co-hosting the conference. Foreign ministers and officials from those countries and bodies are expected in Berlin alongside representatives of the UN, major humanitarian organisations and a structured civilian forum involving Sudanese civil society groups.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-5-RLI7M45SFRGUNFLQJQ2HS6EOS4\">Mr <a href=\"https:\/\/www.thenationalnews.com\/news\/mena\/2026\/02\/16\/former-sudanese-leader-hamdok-says-islamist-factions-obstacle-to-ending-civil-war\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.thenationalnews.com\/news\/mena\/2026\/02\/16\/former-sudanese-leader-hamdok-says-islamist-factions-obstacle-to-ending-civil-war\/\">Hamdok<\/a>, who heads the <a href=\"https:\/\/www.thenationalnews.com\/news\/europe\/2026\/01\/28\/sudans-somoud-backs-hamdoks-call-for-european-support-to-end-civil-war\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.thenationalnews.com\/news\/europe\/2026\/01\/28\/sudans-somoud-backs-hamdoks-call-for-european-support-to-end-civil-war\/\">Somoud<\/a> coalition, said the inclusion of a civilian segment in Berlin marks a shift from earlier conferences, where civilians were largely absent.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-6-5VIRNCVYCBEHLDA3RYM767Q44M\">\u201cThe only assured way is to go through a political process that will address the root causes of the conflict,\u201d he told The National in a phone interview before traveling to Berlin for the conference, adding that the civilian delegation expects to push for humanitarian access, protection of civilians and a political track to end the war.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-8-6EJSSJ2YSFGKREVF2ELBTLAS54\">\u201cWe have been saying from day one, there is no military solution to this war, and none of the belligerents will be able to achieve outright victory on the other.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-9-O26CU37RVJG5XJGYYARBFUYRGA\">\u201cWe expect to come up with some sort of declaration bringing together a wide range of civilian representation against the war and calling for peace.\u201d<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-10-PFX56XQ3GJCLVFYB3GICN3PHKY\">The fighting began in April 2023 when tension between the <a href=\"https:\/\/www.thenationalnews.com\/news\/mena\/2026\/04\/06\/sudans-military-intelligence-chief-and-head-of-libyas-army-hold-talks-in-tripoli\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.thenationalnews.com\/news\/mena\/2026\/04\/06\/sudans-military-intelligence-chief-and-head-of-libyas-army-hold-talks-in-tripoli\/\">Sudanese Armed Forces<\/a> (SAF), led by Gen Abdel Fattah Al Burhan, and the paramilitary Rapid Support Forces (RSF), commanded by Gen Mohamed Dagalo, broke into open war. <\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-11-RCKH5K4I35GK5LMCIO3C3RPHKA\">The confrontation followed weeks of mounting disputes over plans to integrate the <a href=\"https:\/\/www.thenationalnews.com\/news\/mena\/2026\/04\/01\/rsf-aligned-politician-killed-by-drone-attack-in-rare-assassination-in-sudan-war\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.thenationalnews.com\/news\/mena\/2026\/04\/01\/rsf-aligned-politician-killed-by-drone-attack-in-rare-assassination-in-sudan-war\/\">RSF<\/a> into the regular army as part of a stalled transition to civilian rule, quickly spiralling into a nationwide war.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-12-PKYQRKDKGFE25F6UCQRIGXFGMI\">Mr Hamdok had served as Sudan\u2019s civilian prime minister after the removal of longtime ruler Omar Al Bashir in 2019, during a fragile transition shared with the military and the RSF. But Mr Hamdok was removed in the 2021 military coup led by Gen Al Burhan and Gen Dagalo, which collapsed the civilian political process and paved the way for the rival military forces to turn on each other.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-13-BE4V4G3ZUNB5RGBWFMQGCXEWPI\">Neither the Sudanese army nor the RSF has been invited to the Berlin meeting. <\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-14-DZWDSAB2VRBUFBNJRHFGPROPPQ\">Sudan\u2019s military-led government has protested the decision, saying it rejected the organisation of the conference without its approval or consultation on all related arrangements.<\/p>\n<p>Ceasefire remains elusive <\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-17-43X7LLKCFJACJPEUFG3AKIW5DQ\">Observers say expectations for a peace breakthrough in Berlin next week are low.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-18-6NTCIODUCBBYVGUKLD4IG5YRCA\">Even a humanitarian truce \u2013 called for by the US, the <a href=\"https:\/\/www.thenationalnews.com\/news\/uae\/2026\/02\/26\/uae-wont-withdraw-from-efforts-to-achieve-lasting-peace-in-sudan-says-senior-diplomat\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.thenationalnews.com\/news\/uae\/2026\/02\/26\/uae-wont-withdraw-from-efforts-to-achieve-lasting-peace-in-sudan-says-senior-diplomat\/\">UAE<\/a>, Egypt and Saudi Arabia, collectively known as the Quad \u2013 is out of reach.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-19-ZICOQ4DOVRB5LJMR3VXZEGMPDM\">The <a href=\"https:\/\/www.thenationalnews.com\/news\/mena\/2025\/12\/11\/sudan-must-not-be-safe-haven-for-terrorism-uae-warns\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.thenationalnews.com\/news\/mena\/2025\/12\/11\/sudan-must-not-be-safe-haven-for-terrorism-uae-warns\/\">Quad<\/a> is the latest in a series of international initiatives aimed at ending the war and is widely seen as the most promising diplomatic track. But obstacles persist.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-20-K3KBHUYKJNAATBWCLPDGGBT7WI\">The RSF has verbally accepted the Quad road map beginning with a humanitarian truce, but neither side has formally committed, and fighting has continued to intensify. Gen <a href=\"https:\/\/www.thenationalnews.com\/news\/mena\/2026\/02\/24\/al-burhan-pledges-to-fight-on-in-sudan-and-modernise-the-army\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.thenationalnews.com\/news\/mena\/2026\/02\/24\/al-burhan-pledges-to-fight-on-in-sudan-and-modernise-the-army\/\">Al Burhan<\/a> has said he cannot accept the plan unless the RSF agrees to conditions that effectively amount to surrender.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-22-CDI5XXRVCZGEPHBVJG22J52E6Y\">\u201cIt is the first time that we are having an initiative [the Quad] that has clear timelines, principles and milestones,\u201d said Mr Hamdok. <\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-23-TIBDUCECAJATRJJ4PMDU7HMS6U\">\u201cIt is also the first time we are seeing a clear understanding of who the spoilers are and naming them \u2013 I am talking about the Islamists and their role in destroying the country. Having said that, I don\u2019t think we have changed much. The crisis is still in place.\u201d<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-24-PJZZUWJJHRFHFHFVOT4XUUHLPM\">Mr Hamdok said the Quad talks have now been stalled for a while \u201cdue to differences among the four\u201d, but added: \u201cThey are talking. Let\u2019s hope it moves forward, because it is the most direct and promising initiative.\u201d<\/p>\n<p>Islamists tighten grip on army<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-26-ESASJNYCDFGJ5MJC4OREQ3G2XE\">Sudan\u2019s military leadership has been facing mounting scrutiny after announcing plans to integrate Islamist militias into the SAF, a move analysts say could entrench hardline influence.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-27-CK6SWT675RAGNIRQ4WRQHTSYT4\">The Islamist movement ousted in Sudan\u2019s 2019 uprising appears to be backing prolonged military rule as it seeks a political comeback, having deployed fighters in the country&#8217;s war.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-28-GD5PSELUKNBG7M6Y6KEVRT6B3I\">This month, Gen Al Burhan named his second-in-command <a href=\"https:\/\/www.thenationalnews.com\/news\/mena\/2026\/04\/02\/sudans-al-burhan-names-new-chief-of-staff-in-shake-up-of-army-top-brass\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.thenationalnews.com\/news\/mena\/2026\/04\/02\/sudans-al-burhan-names-new-chief-of-staff-in-shake-up-of-army-top-brass\/\">Gen \u2060Yasser Al Atta<\/a> as his chief of staff. Gen Al Atta is known to have been a supporter of fighters who served in <a href=\"https:\/\/www.thenationalnews.com\/news\/mena\/2026\/03\/04\/sudanese-islamist-commander-vows-to-send-troops-to-iran-if-us-and-israel-deploy-soldiers\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.thenationalnews.com\/news\/mena\/2026\/03\/04\/sudanese-islamist-commander-vows-to-send-troops-to-iran-if-us-and-israel-deploy-soldiers\/\">Islamist militias<\/a> loyal to Al Bashir who have joined the army in its war against the RSF.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-29-2IEXHIKXCFEWXJJJMCC4BC6NSE\">\u201cNot only the army, but all state institutions are clearly captured by the Islamists,\u201d said Mr Hamdok. \u201cThe appointment of Al Atta is a step in that direction, signalling an attempt to prolong the war.\u201d<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-30-KELBMX5K3JDADJGWYBMDLDBY6Y\">Mr Hamdok noted that Islamist factions have no intention of stopping the conflict, adding that they have a clear objective: \u201cEither this war brings them back to power or destroys the country.\u201d<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-31-VHLH3TQ5QNFIRHT3WQ3FM2QHTQ\">\u201cThe manifestation of this will be more instability and fragmentation in Sudan,\u201d he said. <\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-32-XWSBIPGPHJHCDKHLXOSBCVZBII\">He added that the consequences would extend beyond the country.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-33-I3MEUPOPDNESNJ4I4YQSPPQIYE\">\u201cSudan sits in a very fragile region, and this will destabilise the entire area. It could also turn Sudan into a fertile ground for terrorism, linking Al Shabaab in Somalia, Boko Haram in West Africa and ISIS in the Sahel.\u201d<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-34-GLYMALLIUBFD7G7F73GL7MN7UM\">He also warned of broader global implications, including migration pressures on Europe and increased instability in the Red Sea region.<\/p>\n<p>Sudanese civilians bear the brunt<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-36-HLXAVOEQWZGBRMOIQYG6VRHU6A\">Since the <a href=\"https:\/\/www.thenationalnews.com\/news\/mena\/2026\/03\/29\/sudans-army-and-rsf-claim-separate-victories-in-kordofan-and-blue-nile-regions\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.thenationalnews.com\/news\/mena\/2026\/03\/29\/sudans-army-and-rsf-claim-separate-victories-in-kordofan-and-blue-nile-regions\/\">war<\/a> started three years ago, about 14 million people have been displaced, according to a recent UN report, with nine million inside Sudan and 4.4 million across borders.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-37-3AKFPLSXKNGWTM4ZTPR6WFQVYY\">The Armed Conflict Location and Event Data (ACLED), a US-based group that tracks conflicts around the world, estimates that at least 59,000 people have been killed. The UN says widespread human rights crimes continue, including sexual violence, forced recruitment, arbitrary arrests and massacres. The two sides have been accused by the world body of war crimes.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-39-7KL3PZ2QMJH2TC2Y3U4KLIOASQ\">\u201cCivilians are clearly suffering the most in this war,\u201d said Mr Hamdok. \u201cWe condemn these crimes against humanity and war crimes committed by both sides.\u201d<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-40-BD3KUPOGR5CYLGHB2224WMHQSM\">He cited repeated attacks on civilian infrastructure, including hospitals, markets, mosques and residential areas.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-41-PTNKVGH6CRGX5L35RS7HYBVPEU\">Last week, a drone strike hit a wedding party, killing at least 30 civilians, including women and children, in the paramilitary-controlled town of Kutum, North Darfur. The strike was the latest in an intensifying dronefare between the army and the RSF. <\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-42-AWRPACJKQJGMVLDQWJF7SJ4DQ4\">This month, Doctors Without Borders said the RSF launched two drone strikes on Al Jabalain Hospital in the White Nile province, hitting an operating theatre and a maternity ward.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-43-2C44CV6KLNEFBOCEUSFOJKQJ6M\">A surge in drone strikes in the Sudanese region of Kordofan has also taken a growing toll on civilians and impeded aid operations, humanitarian workers have said.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-44-I4JK366CBRAQHNCAW4BQMHOOGE\">\u201cThere is some assistance trickling in, but there are many obstacles from both sides to humanitarian access. Food is being used as a weapon of war,\u201d said Mr Hamdok.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-45-MJIDM473VNE6TEJAJVJACI7SDI\">\u201cWe need continuous international support for internally displaced people and refugees. What has been provided is appreciated, but it is far short of real needs.
